Oakley: Superintendent Who Resigns to Receive $180k in Salary, Plus Medical Benefits

The Oakley Union Elementary School District is searching for a new Superintendent after Pam Conklin, 53, was placed on administrative leave and her resignation will take effect July 1, 2016.

Conklin, who was hired less than 10-months ago, will receive salary and benefits through June 30, 2017. The agreement includes a “no admission clause” which neither the District nor Conklin can find admission of any fault, error, wrongdoing or liability or violation of any rights.

The District said that Assistant Superintendent Anne Allen will serve as interim superintendent until the board searches for Conklin’s replacement.

According to the resignation agreement:

The District Agrees:

  • Accepts Conklins resignation effective July 1, 2016 while placing Conklin on paid leave of absence from and after the date of this agreement until the effective date of her resignation.
  • To pay Conklin $180,000 which represents the salary which would have been due to her under her Amended Employment Contract entered into as of July 15, 2015.
  • The District will maintain Conklin on the health and welfare benefit plan she is currently enrolled in along with her spouse and to pay the premium for such insurance benefits for a period of 12-months from July 1, 2016 to June 30, 2017 or until Conklin finds other employment offering health benefit coverage.
  • Pay on or before June 1, 2016 the five days excess annual work provided by her contract.
  • In the event a salary increase is granted to the Districts Administrative council for the 2015-16 school year, Conklin shall receive the same pay increase on the same terms as provided to other members of the Administrative council.
  • To pay on Conklins behalf her Association of California Administrators for one year from and after the date of this agreement.

Conklin Agrees:

  • To resign from employment with the District effective July 1, 2016
  • That the agreement shall be in full satisfaction of any and all obligations owed by District to Conklin pursuant to the employment contract
  • To forever relinquish and give up any rights she may have with respect to be reinstated to her former position, or to any other position, in the District.
  • She also agrees not to file a lawsuit against the District.

The agreement was signed on May 5 and May 6 by both parties.

Here is a copy of the statement sent out by the Board of Trustees to staff in an email Friday evening:

“Pam Conklin has resigned from her position as Superintendent and we wish her well in her future endeavors. We have decided to appoint Anne Allen as our Interim Superintendent while we begin our search for Pam’s replacement. Please know the District remains in very capable hands and will continue to operate smoothly. As a Board, we are incredibly grateful to have the support of such a professional staff and acknowledge that you are the reason students are so successful. We know these qualities keep our District moving in the right direction. We will keep you posted on the process for replacing Pam.

According to a source, the District last month quietly had Michele Gaudinier, Director of Personnel, take a “leave of absence immediately and will not return”.

JD, couldn’t agree with you more. a lot of $$$ spent on administrators but the kids aren’t benefitting. What’s the back story on this?

Im not all that in math but if I figured it correctly she will be making almost $100 and hour. We are all in the wrong field.

If I lived in Oakley I’d be in a rage over this and not silent about it. This is so very wrong. But that is what happens when we let these contract people write their own contracts and no one looks at it. Antioch has done far worse in the past. Dr. Sims is a classic example.

I wonder how many new text books could have been purchased with $180,000 or how many new computers could have been purchased for classrooms. Pretty sad really that this money will be wasted and not spent on the education of our children.

I wonder how this could affect the New Oakley Library. Schools are just as bad as Cities when it comes to wasting money. I don’t know how anyone could vote for more taxes when you see this stuff everywhere. Some voters are just plain idiots.
