Yellow Roof Foundation Could Get Land in Oakley for Affordable Housing Development

On Tuesday, the Oakley City Council could approve an agreement with Yellow Roof Foundation for the sale of three parcels which will lead to construction of 6 affordable housing units.

The properties are located at 4981, 4901 and 4911 on Teakwood Drive in the city of Oakley. The City of Oakley has identified these parcels as “surplus properties”.  The city is being offered $300k for the properties which Staff recommends that the Council adopt the resolution approving the Purchase and Sale Agreement with Yellow Roof Foundation.

The city is moving forward under AB 1255 and AB 1486.  After that notification process in September of 2021, the city and Yellow Roof Foundation moved forward in good faith efforts.

The Yellow Roof Foundation, is a non-profit public charity, founded in 2018 by Dave and Lori Sanson, owners of Concord-based DeNova Homes, Inc., the Yellow Roof Foundation is working to build affordable rental housing opportunities for families and individuals at risk for homelessness.

Affordable HousingAccording to the Staff Report, The YRF would like to purchase the lots to construct deed restricted affordable housing in the form of a single-family residence on each lot with each home having an attached Accessory Dwelling Unit (ADU). A concept plan Approved and Forwarded to the City Council including a floor plan and elevation is attached to give perspective to what the YRF is intending to construct.

They intend to build what would look like a more traditional one-story home with a slightly higher roof line, which allows them to tuck the ADU on a true second floor, without the bulk and scale of a traditional two-story home.

In November, the Yellow Roof Foundation broke ground on affordable housing for families and individuals at risk for homelessness in the City of Pittsburg. Construction is  underway on three single-family residences, each planned to include Accessory Dwelling Units (ADUs) so that a total of six families will call the community home.

Fiscal Impact:

The City stands to generate approximately $300,000 of gross revenue off of the sale of the three City owned parcels.
