Supervisor Piepho Opposes Placement of Sexually Violent Predator on Oakley-Bethel Island Border

Contra Costa County Board of Supervisor Mary Nejedly Piepho wrote a letter to Judge Scanlon dated Sept. 28 regarding the placement of Robert B. Bates at 2424 Dutch Slough Road on Bethel Island.

The letter comes after the Sheriff’s Office was notified by the Department of State Hospitals that they seek to place Robert B. Bates, a sexually violent predator at a residence on Dutch Sough Road on the Bethel Island-Oakley border.

According to the Sheriffs Release, Bates has been convicted of multiple violations of Penal Code 288 Lewd & Lascivious Acts with a child under 14) and Health & Safety Code 11380 (Furnishing Controlled Substance and Marijuana to a minor).

A public hearing regarding the Department of State Hospital’s placement recommendation is scheduled for Friday, October 2 at 8:30 am in Department 3 of the Contra Costa County Superior Court, 1020 Ward St., Martinez CA.

The Contra Costa County District Attorney’s Office will oppose the placement of this sexually violent predator in Contra Costa County.

Here is the text of the letter sent by Supervisor Mary Piepho:

Dear Honorable Judge Scanlon,

As the Contra Costa County Supervisor representing the unincorporated area identified as a potential placement option for Robert B. Bates, a sexually violent predator, as well as the adjacent communities of Bethel Island and Oakley, I am writing in opposition to the proposed placement location.

The proposed location has poor access to services, a history of drug sales and other criminal activity, a nearby marijuana grow, all in a location that is difficult to provide law enforcement patrol due to its remote location. I have also recently been made aware that there are service reductions occurring in the highly valued, Sheriffs Marine Patrol that services this area.

I understand that one of the precautions is being considered is GPS monitoring for this offender. Please be aware that the cellular coverage is spotty at best in this area and should not be considered reliable without pre-testing of equipment.

I understand both the Contra Costa Sheriff and District Attorney are opposed to this placement location and hereby request that a location be chosen that has better access to services and greater law enforcement oversight to protect the community and citizens.

Probably a more populated area such as Discovery Bay is more appropriate.
