On Tuesday, the Oakley City Council will discuss purchasing two sets of properties on Beldin Lane for purposes of building a parking lot and water fountain to service the Holly Creek Basin Neighborhood Park.
The move comes after the city was awarded a $214,000 grant by the State Department of Housing and Community Development for the Housing Parks Program. Under the plan, the space would create 30-40 parking spaces at the end of Beldin Lane.
The City says it’s in need of programmable field space for the multiple sports leagues that operate in the City. For the months of May through August, the City has 11 different league requests 1,142 dates to reserve fields. The City allocated 950 dates due to the lack of fields—meaning 83% is accommodated.
The city highlighted it does not program fields that do not have dedicated parking lots and that is to ensure sports leagues are not using on-street parking which should be available to residents.
Some in the neighborhood where the parking lot is planned blasted the idea saying it will bring crime, nuisance and traffic to a neighborhood street with 1 outlet. A petition was even created to gather signatures to tell the city the local neighborhood does not want the parking lot and to selected an alternative location due to the quality of life impacts.
The city who only sends out notices to property owners within 300-ft of the project, said they received complaints of the plan from two property owners.
In response, staff came up with solutions on the parking lot which according to the Staff Report, states the following:
- Installing a gate that would only operate at the times the park is operational
- Installing lighting with shielded glare onto adjacent properties
- Installing security camera’s
- Install perimeter fencing around the parking lot
Under the agreement, the city would purchase 4901 Beldin Lane for $1150,000 and 4907 Beldin Lane for $87,500 for a total of $202,500.

This is just another way for the City of Oakley to be cheap instead of making the right investment in a sports complex like everywhere else. HELLO OAKLEY either expand the Laurel Ballfields or create a new facility. None of this mickey mouse bandaid crap in a quiet little neighborhood
If this was downtown, oakley would be all about doing the right thing. If this neighborhood sees an increase in crime and it will, you know who to blame! This city council and city staff.
And people wonder why Oakley’s City Manager fought so hard against a planning commission. A planning commission would have rejected this idea a long time ago.
The only thing this accomplishes is degrade the residents of this neighborhoods quality of life. I agree with the above poster, Oakley should invest in more parks elsewhere such as Laurel or further out on E Cypress.
Oakley needs to bring back its planning commission immediately, the council has lost its way.

How about Oakley use that money for a library. Too many double standards with needs and wants.
We live in this Neighboor & we don’t believe the proposal is a good idea. Instead we would like to see an area for our dogs

+ parking lot
+ lighting and fencing
+ camera system
= too much money spent on another bad idea ruining a small neighborhood park that has the capacity for one soccer field. WHY?
Oakley use the money wisely and build a sports complex!
