Oakley May Place $93 Parcel Tax on June Ballot to Fund New Downtown Library

On Tuesday, the Oakley City Council will start the process to decide if a brand new downtown library is in the future for the City of Oakley. If the idea moves forward, a library tax will appear on the June 2016 ballot.

A group of residents, whom have been researching and speaking to residents about the feasibility of a downtown library, will present their nearly year-long study to the council.

Oakley-library-locationThe group of residents evaluated community support and are proposing a parcel tax which would allow for both the construction and operation of a 20,000 square feet library and learning center at a cost of $12 million to design, construct, and furnish. The parcel tax needed is $7.75 per month ($93 annually) within the City of Oakley.

If the council approves the recommendation, which City Staff are recommending they do, the proposal would go before voters in the June 7 Primary Election at a cost of about $40,000—the City’s participation in the educational outreach materials and efforts related to the ballot measure could cost up to $10,000.

The group’s proposal comes after more than 100 face-to-face conversations and a survey (380 surveys).

The survey highlighted:

  • 89% of surveyed residents believe there is a need for a new Library & Learning Center
  • 91% of users and non-users think a new library is a good investment for Oakley
  • 89% of those surveyed agree the Library should be in the Downtown area
  • The desired services at a new library included:
  • Availability of computers and Wi-Fi
  • Small group/meeting rooms
  • Community meeting areas
  • Dedicated teens and children’s areas
  • Local art displays
  • Tech center/computer labs

According to the staff report, the current library has been located at Freedom High School since 1999 and is just 3,000 square feet with limited space and options for use—such as collection, technology, space, parking and visibility.

The group argues the current library is inadequate by stating its size is too small and has not kept up with the pace of growth in the community while stating it causes challenges for Freedom High School and the students.

Issues include:

  • There are no community meeting room
  • There is only one single outlet for people to plug in laptops, I-pads, etc.
  • The shelf space is already exhausted, meaning less books and movies (limiting the collection, but also the opportunity to accept even newer “floating” items shared across all libraries)
  • Any family programming (which is highly requested) is limited to afterschool
    hours
  • There are no quiet study/work spaces
  • The parking is inadequate

The feasibility group also noted that multiple sties were looked at around Oaley but noted that a 2013 Town Hall meeting conducted by the Contra Costa Library System had the desire for a stand alone library in the downtown area which was emphasized by local residents.

If the council approves the proposal Tuesday night, staff will begin to prepare all the necessary documents to place a Ballot Measure for voter consideration on the June 7, 2016 Ballot.

I support the idea of a library but fire needs a tax first. Most people don’t even use a library and I can get my books off amazon. Sad that Oakley gives the fire district funds for a November ballot and now they want to tax us more for a library which is a want and not a need.

I guess I will vote no on both. Ironic the library is $12 million which is the same operational budget as the fire department.

This is just getting absolutely ridiculous! How much more of an increase on my property taxes could possibly happen. I moved out here and was able to by a great house for the value, and ever year I wonder if that was the right decision. I also moved out here and was able to get from my house to the hwy in 7 minutes, it now take over 20 minutes, due the decisions by the city to make our main street so appealing. I will not be voting yes on a library for Oakley. If they feel the need, they can make changes to the existing location. It is called being creative!!! When my property taxes reach over $10k per year I will be moving, getting really close!!!!

Not sure who the 380 people were but I was never asked and would have said no. We are taxed enough with more taxes coming in June and November. I can’t keep paying for government wish lists.

I’m in favor of a new library in downtown Oakley. As an avid reader (and resident), I’m utilizing libraries (for pleasure reading), and I look back at all the money we could’ve saved had I used libraries years ago. Libraries aren’t just for “school,” and we’re paying for them with our taxes anyway! Save money on books, and go to the library! You can get the same books you’re currently buying FOR FREE.

if the public has rejected fire twice, why would the public support a library especially when Oakley will probably keep the money for something else if it goes into their general fund. Maybe they can use the money to fix Main Street.

At least you will have books to read when you are in a car accident or your displaced from your house because of a fire, or better yet your hopefully recovering from your stroke that got worse because of a delayed response for help!!!! This is why they should not legalize pot!!!! This article is from outer space?Your avrage person cannot think things through!!!!! Lack of common sense!!!! Please people think things through!!!!! Hey everyone lets not forget about the county wide sales tax increase proposal too ! While we all have extra cash laying around vote yes for library tax, sales tax increase, fire tax, and fire fee. Oh wait the fire fee is not a voting option. We must just make sure our extra cash has more extra cash. Vote yes on all new taxes because we don’t need to pay our mortgages anyway.

Dang you Oakley, always doing dumb priories that Montgomery wants and not the entire community. get him out of there. He is ruining the city and no one does anything. This council blows and we will have wasted all this money when the community overwhelmingly says hell no.

This council better say no and support fire instead.

I didnt even know Oakley had a library. I can’t miss something I never knew about or would use. I am voting no. Others should to. Waste of money and I doubt the community wants to pay for it. $12 million could be spent better on other things.
