Walnut Creek: Man Arrested Who Allegedly Placed Camera on Shoe to Under Juvenile Females Dress

The Walnut Creek Police Department announced the arrest of Jacques Bloxham who they say was using a camera device to secretly record an underage female.

Police say Bloxham was arrested for PC 647(j)(2) – using a camera device to secretly record the undergarments of another person and PC 647.6 – annoying or molesting a child under 18 years

The incident happened on April 21 at around 3:00 pm while inside the Walnut Creek Apple store. He had placed a camera on the top of his shoe. He then moved his shoe so that the camera was under a female juvenile’s dress. The juvenile’s father saw what was happening and immediately told Bloxham to stop.

Bloxham ran away from the Apple store, but Walnut Creek officers were able to catch Bloxham and he was arrested shortly thereafter.

A search of Bloxham’s car was conducted pursuant to his arrest and cameras and recording devices were located and seized, including the one from the top of his shoe.
