Brentwood School Resource Officer to Return to Pre-2013 Staffing Levels

During the upcoming January 13 Brentwood City Council Meeting, the City Council will adopt a resolution to return the School Resource Officer to normal pre-2013 levels.

The agreement between the City and the Liberty Union High School District and the Brentwood Union School District will provide two school resource officers assigned to Liberty High School District and one school resource officer assigned to Brentwood Union School District.

According to the staff report, for over eight years, the City, LUHSD, and BUSD have funded Police School Resource Officer Programs (“Programs”) whereby the City has provided peace officers to facilities of the Districts. The Programs enhance campus safety and fosters a positive rapport between police, school administrators, faculty, students, and parents. In the past, the Programs have involved the City and the Districts sharing the cost of school resource officers.

Staff noted that the number of school resource officers allocated to each District varies according to the economy and fiscal abilities of both the City and the Districts. The number of school resource officers allocated to the Programs was reduced for both school districts in 2013 due to lower staffing levels in the police department.

For LUHSD the new agreement is for the sharing of costs with the City of two school resource officers; and for BUSD, sharing the costs of one time school resource officer

FISCAL IMPACT

For Fiscal Year 2014/2015 and each Fiscal Year thereafter, LUHSD will pay the City the actual cost of salary and special assignment pay of one (1) school resource officer. For the purposes of the Agreement, the costs paid by LUHSD do not include benefits, administrative and overhead costs or in-kind services.

For information purposes only, the actual cost of salary and special assignment pay is estimated to be $99,137.00. For Fiscal Year 2014/15 and each Fiscal Year thereafter, BUSD will pay the City the actual cost of salary and special assignment pay of one-half (1/2) of a school resource officer .

For the purposes of the Agreement, the costs paid by BUSD do not include benefits, administrative and overhead costs or in-kind services. For information purposes only, the actual cost of one-half (1/2) of a school resource officer’s salary and special assignment pay is estimated to be $49,568.50.
