Governor Signs Assemblymember Frazier’s Bill Regarding Highway Operational Efficiencies

by ECT

Sacramento, CA – Last week, Governor Brown signed Assemblymember Frazier’s (D – Oakley) bill to remedy an inconsistency within the State Highway Operation and Protection (SHOPP) by stating that projects relating to operational improvements on state highways are eligible for inclusion in the program.

“I commend the Governor for signing AB 2289 into law. This bill adds another layer of transparency to ensure that these funds are used in the appropriate manner,” stated Frazier. “As we increasingly look to traffic operation improvements to provide greater efficiencies in the operation of the state highway system, AB 2289 makes it abundantly clear that these operational improvements are to be included in the SHOPP.”

For nearly 20 years, investments in state highways, bridges, and projects to improve traffic operations facilities have always been included in the SHOPP. Oddly, current law governing the preparation of the SHOPP does not explicitly include operational improvement projects in the list of projects to be included in the SHOPP. AB 2289 puts the ‘O’ in the SHOPP.

Susan Bransen, Executive Director of California Transportation Commission, commented, “The Commission appreciates Assembly Member Frazier’s leadership to ensure that operational capital improvements are included as an eligible component for asset management planning and capital expenditure through the SHOPP.”

AB 2289 had the support of the California Transportation Commission, Automobile Club of Southern California, San Diego Association of Governments, Associated General Contractors, Transportation Agency for Monterey County, and San Francisco County Transportation Commission. This bill passed through the legislature with widespread bipartisan support and will become effective on January 1, 2017.

Assemblymember Frazier represents the 11th Assembly District, which includes the communities of Antioch, Bethel Island, Birds Landing, Brentwood, Byron, Collinsville, Discovery Bay, Fairfield, Isleton, Knightsen, Locke, Oakley, Pittsburg (partial), Rio Vista, Suisun City, Travis AFB, Vacaville and Walnut Grove.

The real Jim Frazier has come out. Adding this bill adds another layer of bureaucracy. He has become an embarrassment to contra costa citizens. I’ve heard he doesn’t even live in Oakley or Contra Costa anymore. Here’s a guy that walks all over people in an attempt to get what he wants. Self serving politician=Jim Frazier

We commonly refer to Jim Frazier as the tick. He sucks off unknowing people to feed his engorged ego. The reference doesn’t stop there.
