CCWD Proposes Rate Structure Changes and Rate Adjustment for 2019

On January 2, 2019, the Contra Costa Water District (CCWD) Board of Directors will hold a public hearing to consider proposed water rate structure changes and a rate adjustment. If adopted, changes would become effective February 1, 2019.

According to the agenda, a revenue increase of 6.0% for untreated water will generate additional revenues of approximately $2.6 million for 2019. A revenue increase of 6.0% for treated water will generate additional revenues of approximately $4.6 million for 2019. These revenue increases will support planned operating and capital expenditures encompassed in the FY19-FY20 Budget and CIP. Proposed adjustments to other fees and charges are necessary to ensure fair allocation of costs among customers, but do not generate significant additional revenues.

The  CCWD reviews its rates and charges on an annual basis to ensure the proper amount of revenue is collected to provide reliable water service. This year, in addition to the annual rate review, CCWD is proposing changes to the rate structure. These changes are part of a periodic review to ensure all customers pay their fair share for the water services they receive.

  • Rate Structure Update – This is a comprehensive legal and financial evaluation process, as the rate structure establishes how costs are divided among 60,000+ customer accounts. The primary factors for determining the proposed updates were fairness, affordability, understandability, and encouraging efficient water use while maintaining financial stability. Updates to the rate structure do not increase revenue for the District, but will have varying effects on customer bills.

 

  • Annual Rate Review – Annual rate reviews ensure that CCWD is collecting enough revenue to operate and maintain the water system and deliver the high level of service customers expect from CCWD. For 2019, CCWD is proposing a rate adjustment to generate up to a 6% revenue increase.

The public hearing will be held on January 2, 2019 beginning at 6:30 pm in the CCWD Board Room, 1331 Concord Avenue, Concord. CCWD provided notices to all customers in November regarding the proposed changes to each customer class.
