Update: Fairfield Police Say Concord Shooting Suspect in Stable Condition

On Tuesday afternoon, Fairfield Police provided an update on an officer involved shooting that involved James Jarrard, a suspect involved in the shooting of an 8-year-old boy in Concord.

Day’s earlier, Concord Police announced him as a suspect and was wanted.

Here is what Fairfield Police released on the March 28 shooting and the series of events that led to it:

Detectives from the Fairfield Police Department’s Major Crimes Unit and the FBI Safe Streets Task Force, in partnership with the Solano County District Attorney’s Office, worked late into the night conducting interviews and processing evidence in this case.  As a result of that investigation, we have been able to establish the following series of events in this case.

The caller recognized Jarrard from various media reports on the shooting in Concord, Ca.  The witness spotted Jarrard near a business in the 3300 block of North Texas Street and provided the vehicle description and license plate to police dispatch.  The witness followed from a safe distance as the vehicle pulled into a parking lot in the 3400 block of North Texas St.  A check through DMV showed the vehicle had been reported stolen from Walnut Creek.  Officers were advised of the stolen vehicle, and that Jarrard had an outstanding arrest warrant for Attempted Murder and was considered Armed and Dangerous.

As officers arrived on scene, they encountered Jarrard standing outside the vehicle in the north end of the parking lot.  As they approached, Jarrard ran east through the parking lot, then south behind the business ignoring the officer’s orders to stop. This area is a service alley bordered by a large retaining wall to the east, and the business to the west.  One officer pursued Jarrard behind the business, as another officer and sergeant drove to the south end of the business and entered the service alley from the opposite direction.

Jarrard ran between a Conex box and the building near the rear service entrance to the store.  As Jarrard rounded the Conex box, he saw the police vehicles on the south end of the service alley.  Jarrard turned and ran back north toward the pursuing officer and sergeant.  Jarrard began reaching and grabbing at his waist band area as he ran directly toward the officers.

The officer, faced with a reported armed and dangerous felon now running toward him who was reaching into his waistband, feared Jarrard was reaching for a weapon.  The officer had a large retaining wall to his left, and the wall of the business to his right.  With no time to retreat or items of cover to protect him, the officer fired two shots from his duty pistol, striking Jarrard once in the right side of his neck.  Officers took Jarrard into custody and immediately administrated medical aid until paramedics arrived.

Officers searched Jarrard and the area and no weapon was located.  During questioning, Jarrard told investigators as he ran toward the officers, he was reaching down to pull up his pants.

Per standard department protocol, Officer Zachary Sandoval, a 9-year department veteran, has been placed on paid administrative leave.  James Jarrard’s condition has been upgraded to stable and he remains in the hospital at this time.  Once released, Jarrard will be booked into the Solano County Jail for his outstanding arrest warrant from Concord, possession of a stolen car, resisting arrest, possession of methamphetamine, possession of drug paraphernalia, and violation of his state parole.

On Monday March 28, 2016 at about 12:40pm, the Fairfield Police Department received a call from a concerned citizen.  The caller told the dispatcher they were following who they believed to be the suspect who was wanted in connection with the shooting of an 8yr old child in the City of Concord.  The caller remained on the line and following the suspect vehicle to a business parking lot in the 3400 block of North Texas St.

Officer arrived and located the suspect in the north end of the parking lot.  The suspect immediately ran from officers eastbound through the parking lot toward the rear of the business.   Officer pursued the suspect which resulted in an Officer Involved Shooting on the east side of the business.

The suspect, 32yr old James Jarrard, was taken into custody and transported to an area trauma center.  He is currently undergoing treatment and is listed in critical condition.

Detectives from the Fairfield Police Department’s Major Crimes Unit, in partnership with the Solano County District Attorney’s Office Investigators, are currently investigating this incident.  The investigation is in the early stages and there is no further information at this time.  This release will be updated as information becomes available.

The Fairfield Police Department is investigating an officer involved shooting in the 3400 block of North Texas Street. A suspect was transported to a local trauma center and is in critical condition.

There are no outstanding suspects and no involved officers were injured.

Sounds like the officer needs to have his weapon sited. Seems to be off to his left a bit.
