Supervisor Burgis to Host Illegal Dumping Forum on April 5

Contra Costa County Board of Supervisor Diane Burgis announced she will be hosting a forum on April 5 on the growing issue of Illegal Dumping in East Contra Costa County.  Her office invites the community to attend.

The one big factor that drives people to dump their garbage along our roads is money.

I’ve spent hundreds of dollars over the years getting rid of my garbage at the transfer station in Pittsburg but that is may not a viable option for lots of folks. Don’t get me wrong, I’m not condoning this behavior but a while back I became aware of how the fees charged at our disposal facilities can make it damn near impossible to do the right thing.

My father had passed and we needed to dispose of various household items that charities won’t touch, such as a queen sized mattress and box spring ($68.50). Add on other items and real quick I was dealing with close to a $150 dollar charge.

Now, let’s look at the family that is forced to move in a hurry for a variety of reasons. Chances are the money needed for rent or deposits isn’t available yet the cost to get rid of a pick-up truck load of junk could easily run over $200 (1 queen set, 1 twin set, 2 tires, 1 propane tank, TV, microwave).

Now, let’s look at Butte County and their disposal program. That exact same load as described above would cost $18 ($10 minimum charge and $4 for each tire).

We have to make it financially possible for people to conveniently dispose of their garbage or else we just pay later when we send County crews out to pick all this stuff up. Our disposal facilities should not be looked at as County departments that will break even.

This has to be held during the day, the trash dumpers need the later hours to dump.

Maybe She can get with the Sheriff and have inmates pick up trash on the sides of roads. Maybe she can start a work for welfare project. Maybe she can ask habitat for humanity to help. Finally, instead paying a million dollars to defend illegal aliens she can increase funding for public works and make them do their job. A meeting on off hours will probably be a waste. It’s been done already. It is also been a year for the new sup. Time to get something done. I hate trash.

There is definitely a worsening dumping issue here. However, fees self imposed by cities to pick up trash are inflated for budgeting and tax increases. The fix may be simple. Here are a few ideas since I have to work during the weekday meeting:
1. It would be cost effective for dumps to pay $10 per mattress. People would haul mattresses to the dump. Might be a good days work for some.
2. If you are being evicted, the last thing you can pay is a hefty dump fee. Make a free single dump for household evictions.
3. Significantly increase dumping fines. Double fines for commercial dumping.
4. Since cities operate a dump truck and front loader to pick up dumped trash anyway, allow residents to place large items at the curb for trash day. Have dump truck and loader go around picking up large trash items at no additional cost.
