Sen. Dodd Comments on Legislative Budget Action

SACRAMENTO – Sen. Bill Dodd, D-Napa, issued the following statement today upon passage by the Legislature of an early-action budget package that provides an additional $1.9 billion in coronavirus aid including supplemental paid sick leave for working families affected by the pandemic:

“This budget action ensures working people infected by the virus or those with family members who get it can stay home while they recover and still make ends meet,” Sen. Dodd said. “At the same time, the Legislature is stepping up for businesses across the state with a new round of assistance aimed at stemming pandemic losses and ensuring full economic recovery.”

The early budget action was approved by both the Assembly and Senate and heads to Gov. Gavin Newsom for his signature. It is comprised of a package of pandemic relief bills including:

Senate Bill 115 Budget Bill Junior

  • Provides an additional $1.9 billion for COVID-19 direct response activities.

 

SB 114 Paid Sick Leave

  • Provides up to 40 hours of Supplemental Paid Sick Leave.
  • Excludes employers with 25 or fewer employees and exempts independent contractors.

SB 113 Economic Relief

  • Removes limits on the ability of businesses to use net operating loss deductions and tax credits to reduce their tax payments
  • Provides $150 million to address waitlist of the small business grant program.
