Jeff Carman Chosen to Replace Chief Louder as Contra Costa Fire Chief

Jeff Carman of the Roseville Fire Department has been selected out of 42 applicants as the top candidate to replace Daryl Louder as chief of the Contra Costa Fire Protection District.

Although Carman still has to accept the position and negotiate a contract agreement to become chief, it can begin the process of moving forward now that a candidate has been selected by the Contra Costa County Board of Supervisors acting as the Fire District Board.

Chief Louder has held the position for the past 2 ½ years before announcing retirement in April and will step down officially on October 31.

Assistant Chief of Operations Jeff Carman began his fire service career with the City of Roseville Fire Department in September 1984.  In 1987 he promoted to Engineer, followed by Fire Captain in 1989, and BC in 1993. In 2010 he was promoted to Assistant Chief where he oversees the Operations Division of the Roseville Fire Department where he is responsible for all aspects of emergency service delivery.

Chief Carman is a graduate of CSU Long Beach, where he completed his BA in Public Administration. He also holds a AA in Liberal Arts and an AS in Fire Technology form Sierra College. In addition he has overseen the Hazmat Program and Special Operations programs. In 2005 he did a 2 year assignment at Sacramento Terrorism Task Force as the Terrorism Coordinator for the regional fire departments.

Chief Carman resides in Lincoln with his wife, Sue and his daughter. His son is a firefighter at Wheatland Fire Authority. He enjoys the outdoors and spends much of his free time at his cabin in the Trinity Wilderness hunting, fishing and enjoying nature.

An excellent selection. I appreciate Chief Carman being receptive to consider new staffing & structural changes whereby ConFire can live within its current revenue. This will be a welcome change to Chief Louder who wasn’t interested in structural changes.

Arne, by “structural changes” do you mean some imaginary fire department that operates for free? To the delight of the tightasses at the CCTPA who don’t want to pay for the government services which they have come to expect?

Why is it that this deep into station closures we still haven’t heard a coherent explanation from the taxpayer club on what the hell that term means? We heard that you wanted to dump more responsibility onto AMR, which in light of the Metro One bankruptcy is hysterical……in a tragic way.

You just lost your financial expert ED, who even when pressed, couldn’t come up with a cocktail napkin outline of all these cost savings your gang insists are there for the taking. When do you get off the headline writing and start offering some detail of this brilliant plan of yours? Since you’re putting all of us at risk, are we not worthy of a little more than your one liner doorbell ditch style posts here?

You’re like a used car salesman trying to dump a lemon on an unsuspecting buyer by refusing to let them drive that Chevy Lumina. You still taking that thing apart in your driveway these days?

It is not CoCoTax’s job to develop a plan for ConFire. That job rests with the BOS and the Chief. And I have no problem driving my Chevy Lumina.

So does that mean that you have a plan (other than more taxes)?

But apparently it is CoCoTax’s job to lead people into deadly staffing scenarios. Brought about by complete incompetence on the part of CCTPA Executive members who have no clue on what it costs to run a fire department. Yet you try to suggest, without any evidence, that there are better or more cost effective ways.

Cost first, readiness is second, third or maybe not even in your top five. That’s someone with no basic understanding of the role of emergency services in the 21st century.

How long did your group pitch the idea that not responding to medicals was the big panacea for cost savings? Do you still pitch that, again, without any evidence or rudimentary math skills to understand why the idea is so flawed?

Your biggest problem on this issue, Arne, is your cowardice. You’re a bomb throwing headliner. But when it comes to rolling up your sleeves to propose even a half thought out solution, you go deaf and dumb. Your last post is proof. History of the forums is littered with other examples.

Funny how you insert the comment that it falls on the Chief and the BOS. What you meant to say is except when they don’t follow your ideology. Thanks for reminding me to mention the consistent hypocrisy of the CCTPA as well.

Bonewood and Digs just continue to blame everyone else for the problems they created with their Marxist socialist tiny little minds. They are even afraid to answer your simple question. The only people leading deadly staffing scenarios are those in charge of the districts.

A plane? No. But a plan, yes. How about equalizing the revenue stream to the fire department so you’re not paying half for fire services that anyone else in a comparable suburban district pays in California. That would be a start. Now let’s hear yours, smartass. Hit us with that not responding to medicals line of crap again. That’s always good for a laugh for the math challenged resident nuts.

It will not take long to find out if this chief is his own man or another puppet of the union. We do need a real leader and one who thinks on his own. Good luck to you chief. You sure have a huge challenge ahead.

I’ll guess from your post, you never met Chief Louder. He wasn’t a puppet for anyone.
