Kip Walsh has been has been selected as the new East Bay Regional Park District Chief of Human Resources, succeeding Sukari Beshears who left in January 2017.
“This is a critical role for the Park District,” said Doyle. “The Chief of Human Resources is critical to the Park District’s efforts to maximize organizational effectiveness.”
According to the Park District, as Chief of Human Resources Walsh will serve as the District’s “Chief People Person” and will be responsible for implementation of human resources services, including strategic staffing, professional development, and employee wellness and benefits. Walsh will also be responsible for the retention and attraction of qualified employees, effective employee relations, and administration of benefits, policies, and procedures.
“The East Bay Regional Park District is committed to supporting the Park District’s greatest assets – its employees,” said East Bay Regional Park District General Manager Robert Doyle. “Walsh will play a critical role in supporting our employees and positive employee-employer relationships.”
Walsh began her career in 2000 as a Project Manager with the City of Oakland Office of Parks and Recreations. In 2004 she was named Assistant to the Director where she managed trainings on professionalism, performance management, and management techniques for seasonal employees.
In 2008 Walsh joined the City of Oakland’s Finance Department as an Administrative Service Manager overseeing the departments administrative service related to fiscal/budget, human resources, and information technology. In 2010 Walsh was promoted to Human Resources Manager where she oversaw employee relations activities including recruitment, classification, and compensation, among other activities. Walsh managed a team of 22 employees.

Walsh holds a B.A. in Arts Administration from California state University East Bay and a Master of Science in Education & Counseling from California State University East Bay. She is a member of the California Public Employers Labor Relations Association (CalPELRA), International Public Management Association – Human Resources (IPMA-HR), International Personnel Assessment Council (IPAC), and Society for Human Resources Management (SHRM)
Walsh was born in Cambridge, MA and is a 22-year resident of Oakland, CA. Walsh’s first day is October 30, 2017.
The East Bay Regional Park District is a system of beautiful public parks and trails in Alameda and Contra Costa counties east of San Francisco Bay, established in 1934. The system comprises 121,000 acres in 73 parks including over1,250 miles of trails for hiking, biking, horseback riding and nature learning.

This is great. She can help with the implementation of EBRP District consolidation with ECCFPD.
If you read the Guest Comment in the Press this week this is a very good option to resolve ECCFPD problems.
I’m sure all the special interest groups will complain but will not have a answer for a fix.
