DeSaulnier Bill to Consolidate Contra Costa County Offices Signed by Governor Brown

A bill by Senator Mark DeSaulnier (D-Concord) to help consolidate Contra Costa County offices was signed by Governor Brown today. SB 803 grants authority to the Contra Costa County Board of Supervisors to consolidate the functions of the Public Administrator and the Public Guardian.

“Consolidating the functions of the Public Administrator and the Public Guardian will streamline county government,” Senator DeSaulnier said. “SB 803 will allow Contra Costa to move the office of the Public Administrator to a more appropriate county department. I thank Contra Costa County District Attorney Mark Peterson for sponsoring this legislation to help deliver county services in a more efficient manner.”

SB 803 allows the Contra Costa County Board of Supervisors to adopt an ordinance to convert the Public Administrator’s office from an elected to an appointed position. This bill also gives Contra Costa County the ability to remove the function of the Public Administrator from the District Attorney’s office in order to consolidate it with the Public Guardian in the County Health Services Department. The Public Administrator provides services typically found in a health or social service department rather than a law enforcement agency. Under SB 803 Contra Costa County can appoint the same person to the office of Public Administrator and Public Guardian to further consolidation efforts.

SB 803 was sponsored by the Contra Costa County District Attorney Mark Peterson and was supported by the Contra Costa County Board of Supervisors.
