Contra Costa County Public Works outsources the “chip seal” to a lowest third party bidder. Turns out, they are out of Sacramento. P**s poor, to no communication. Not on schedule, not on time and end up having to come back to fix their mistakes. I wonder who’s brother in law secured the bid?
