CA: DMV Now Issuing Undocumented Immigrants Drivers Licenses

With the passage of Assembly Bill 60, illegal immigrants living in California may not apply for a driver’s license.

The following information was provided on the DMV website:

Assembly Bill (AB) 60 (Chapter 524: Statutes of 2013) requires the department to issue an original driver license to an applicant who is unable to submit satisfactory proof of legal presence in the United States. Driver license applicants under AB 60 must meet all other qualifications for licensure and must provide satisfactory proof of identity and California residency.

AB 60 also requires the department to develop regulations and consult with interested parties in an effort to assist the department in identifying documents that will be acceptable for the purposes of providing documentation to establish identity and residency.

Apply for Your Original Driver License

Applicants applying for a driver license under AB 60 can now make an appointment online, on the DMV Now iPhone/ Android applications or by phone at 1-800-777-0133, to visit a DMV office.

Note: This appointment should be made as an “Original Driver License.” and is required for all original driver license applications. However, same day service is available at driver license processing centers (DLPC) without an appointment.

Saturday office hours are available at select offices by appointment exclusively for driver license transactions.

Customers applying for an original driver license will need to do the following:

  • Study for the driver license knowledge test
  • Make an appointment before visiting a DMV office (walk-ins are only accepted at our Driver License Processing Centers)
  • Complete a driver license application form (DL 44) available at the DMV office
  • Under AB 60, applicants will need to provide DMV with:
  • Pass a vision test, knowledge test, and if applicable, a road sign test
  • Give a thumb print
  • Have a picture taken
  • Schedule a future appointment for the behind-the-wheel driving test, if applicable

Applicants under 18 applying for an original driver license will also need to submit proof of driver education completion. For further information about obtaining a new driver license, refer to the California Driver Handbook or visit http://www.dmv.ca.gov/portal/dmv/dmv/dl/driverhandbooks.

DMV Prepared to Issue Driver Licenses under AB 60
New Law Goes Into Effect January 2, 2015

Sacramento – Starting Friday, January 2, 2015, the California Department of Motor Vehicles (DMV) will begin issuing driver licenses under AB 60—the new law requiring DMV to issue a driver license to applicants who can prove identity and California residency, and meet all other licensing requirements, such as passing the driver license knowledge and behind-the-wheel driving exams.

“DMV is committed to successfully implementing this new law to increase safety on California roads by putting licensed drivers behind the steering wheel,” said DMV Director Jean Shiomoto. “Californians planning to apply for a new driver license under AB 60 should study for their exams and gather the required documents for proving identity and residency.”

DMV anticipates processing approximately 1.4 million additional driver license applications during the first three years after implementation of AB 60. DMV is hard at work to successfully implement AB 60 and maintain excellent customer service for all Californians. Since the law passed last year, DMV has:

  • Participated in nearly 200 public workshops and community meetings, reaching approximately 50,000 potential applicants
  • Saturday office hours by appointment for all new driver license applicants at 60 DMV offices starting Saturday, January 3, 2015
  • Doubled the standard 45-day window to allow customers to schedule DMV appointments up to 90 days in advance
  • Opened four driver license processing centers to increase capacity and process first time driver license applicants by appointment or walk-in service
  • Hired 900 employees to ensure the same level of excellent customer service

Before AB 60, state law required motorists to prove identity and legal presence to obtain a driver license. Under the new law, motorists who cannot prove legal presence may obtain a license, but must prove identity and California residency—and pass the required vision test, driver license knowledge test, and the behind-the-wheel drive test—to obtain a driver license. Excellent, drivers who will actually have insurance and if the Government actually follows the law, they know where these people living here illegally will live.
