A 44-page Investigate Report involving the Los Medanos Community Healthcare District and executive Director Lamar Thorpe has been released. Thorpe also is Mayor of the City of Antioch.
The report outlines allegations of sexual harassment based on written complaints by two employees while also includes testimony, documentation, social media screenshots, and text messages.
The incident prompted the Contra Costa County Board of Supervisors to vote on a $350k settlement with the two females as a result of two women who resigned from their positions at the healthcare district due to sexual harassment, unwanted sexual advances, hostile working conditions, and other unlawful actions resulting from Executive Director Lamar Thorpe’s misconduct, and the District’s inaction, despite having knowledge of that misconduct. The settlement did state there was no admission of guilt.
Supervisor Karen Mitchoff defended the settlement citing savings in litigation costs and a potentially higher jury award. Without getting into specifics, Mitchoff said the county had credible evidence to settle this claim.

According to the document, all three allegations were sustained.
- One June 11, 2021, Executive Director Lamar Thorpe grabbed Jocelyn Munoz bare leg while they were at a bar, and commented that it was sexual harassment
- Executive Director Lamar Thorpe made inappropriate comments to Jocelyn Munoz.
- Executive Director Lamar Thorpe made inappropriate and vulgar comments to Jasmine Cisneros, then grabbed her buttock, while at a work conference in Monterey.
Credibility Assessment:
- Jasmine Cisneros: Cisneros answered all questions completely and without hesitation. Cisneros was appropriately emotional when describing events. She provided text messages and screenshots of her Facebook account which corroborated her statement:
- Jocelyn Munoz: Munoz answered all questions completely and without hesitation. Munoz provided text messages which corroborated her statements. She did not appear to have any motive to fabricate her statement.
- Lamar Thorpe: Thorpe was vague in his responses, and at several points in the interview did not respond to the question asked. Several of his statements were contradicted by other statements and evidence provided, such as the text messages.
Antioch Mayor Pro Tem Mike Barbanica and Councilmember Lori Ogorchock have called for Mayor Lamar Thorpe to resign while councilmember Monica Wilson called this a “witch hunt” and Tamisha Torres-Walker has remained silent.

It is very clear who and what Thorpe is. VOTE HIM OUT!!!
Well, I told you so. Antioch deserves a piece of 💩, until they can” grow a pair” and fight the tyranny.
He just needs to resign. Lamar is not on the ballot so voting him out is not an option. Recall is an option though. Maybe this time Ellie won’t stand in the way. All candidates running for council should ask for his resignation now.
The investigative report identifies a person named Patt Young who received communication from Mr. Thorpe, Ms. Munoz, and Ms. Cisneros, but as Board Chairperson, it doesn’t seem like she took any action to investigate. Is this the same Patt Young who was appointed to Contra Costa Water District’s Board earlier this year?

Pat Young is a disgrace and that she still has any county position is beyond me, just tells me our county is just as corrupt as Antioch. Lamar Thorpe, trashmisha, Monica Wilson and the city manager need to all be replace.
The problem here is that Thorpe is an unethical, corrupt “person” to begin with. He is too stupid and ego driven to resign. He doesn’t care how much hes hated. He will continue to have sex with anything that will let him and will drive the city even deeper into the cesspool that it has become.
I was considering Monica Wilson for city council until I read her comment, “Witch Hunt!” Lamar Thorpe costs taxpayers $350,000.00 for sexual harrasment, because that would be lower than a potential jury settlement, and he is not removed immediately. She calls it a “Witch Hunt.” Beyond a complete lack of originality her motives are deeply suspicious.
I voted for him in the previous election. I will never make that mistake again! That includes Monica Wilson and Tamisha Torres-Walker, who are only serving their own interests not Antioch’s despite all their promotional nonsense.
