Concord Police Arrest Antioch Man in Homicide Case

On Wednesday, August 22nd, a security guard was conducting his rounds and came across a woman who was lying in a fenced- in enclosure near a dumpster behind a retail business located in the 2700 block of Clayton Road near Oakland Avenue.

The woman was unresponsive and the security guard called police. It was determined that the female was dead and the victim of a homicide.

There were several security cameras in the area. Our investigators watched the recordings and saw the suspect coming and going from the crime scene.

The video also captured the suspect’s vehicle.

The following day, a Concord Police Department Sergeant was on patrol and spotted a parked vehicle that resembled the vehicle captured in the video recordings. He approached the vehicle and found a person asleep in the driver seat. It was determined that the person in the vehicle also matched the suspect images from the security cameras. Potential evidence tying the suspect to the homicide was also discovered in his vehicle.

The man was arrested and booked into the county jail for murder. Detectives from the Concord Police Department are working with Forensic Specialists at the Contra Costa County Crime Lab on the investigation.

58 year old Rickie Keefer was arrested. Keefer appeared to have been living out of his car at the time of his arrest. His last listed address is in the City of Antioch. Keefer is a convicted felon who has spent time in the Illinois State Prison for convictions of robbery and burglary. He has been previously convicted in California for burglary, theft, and narcotic related crimes.

The American justice system is for-profit, where your sentencing is based on income. Corporations can rob the American people blind, yet only get warnings. God forbid you’re poor and commit a crime, they’ll sentence you to the full extent of the “law”.

He should be sentenced to the full extent of the law. He murdered a woman. It’s not for profit. It costs the taxpayers a lot of money annually to house criminals. We’re paying for it. If poor people (or anyone) doesn’t like it – quit committing crimes. Problem solved.
