Brentwood Mayor Gets $6k Salary Increase, Policy Expires With Election of “New” Mayor

The Brentwood City Council voted Tuesday evening to increases the Mayors salary by $500 each month to an annual salary of $17,271 which will then expire at the end of his term.

The move comes after a November decision where the city council and mayor increased their salary from $569.25 to $939.26 which is $11,271.12 annually. At that time, an Ad-Hoc Committee was formed to discuss the additional salary for a mayor.

According to the Staff Report, in creating the Ad Hoc Committee, Council members noted that the Mayor performs duties that are in excess of those performed by Council members, including serving as the City’s representative on various regional boards. The Ad Hoc committee was tasked with identifying those duties being performed by the Mayor that are different from those performed by Council

The Ad-Hoc Committee also recommended that because future elected mayors may not peform some or all of the above identified duties, the Ad Hoc Committee recommended that any additional compensation provided expire at the conclusion of the incumbent Mayor’s term. Upon election of any future Mayor, the City Council can then make an individualized evaluation as to whether additional compensation for the Mayor is warranted.

The item placed within the Consent Calendar and no discussion occurred or opposition stated. The item passed unanimous with Mayor Bob Taylor recusing himself from the vote.

Staff Report

Currently, the Mayor and City Council Members receive the same salary and benefits. The salary of the Mayor and the City Council was last adjusted following the adoption of Ordinance No. 936 on October 28, 2014. This ordinance became effective on November 28, 2014 and the salary of the Mayor and all City Council Members was adjusted to $939.26 per month on December 9, 2014, when one or more City Council members commenced a new term of office.

State law provides that a directly elected mayor “may be provided with compensation in addition to that which he or she receives as a council member.” Any additional compensation to be provided to a directly elected mayor may be provided by an ordinance adopted by the City Council. Any additional compensation provided to a directly elected mayor can take effect upon adoption of the ordinance and does not require the commencement of a new term of office.

On October 14, 2014, the City Council discussed the possibility of providing additional compensation to the mayor. Mayor Taylor recused himself from the Council meeting and did not participate in these discussions, which resulted in the creation of an Ad Hoc Committee. In creating the Ad Hoc Committee, Council members noted that the Mayor performs duties that are in excess of those performed by Council members, including serving as the City’s representative on various regional boards. The Ad Hoc committee was tasked with identifying those duties being performed by the Mayor that are different from those performed by Council

Members and to provide a recommendation as to whether additional compensation should be paid to the Mayor.

At their meeting of December 15, 2014, the Ad Hoc committee identified the additional duties performed by the current Mayor, including:

  • Conducting Civic Center tours for community groups, clubs and students
  • Attending ribbon cuttings and unveilings
  • Performing civil marriage ceremonies
  • Participating in multiple County, regional and state-wide organizations on behalf of the City, including but not limited to: ABAG, California Association of Councils of Government, Contra Costa County Transportation Authority, Delta Six, League of California Cities, and Vasco Road Task Force.

In light of the additional duties performed by the Mayor, the Ad Hoc Committee recommends that the City Council adopt an ordinance to add a new section 2.08.030 to the Brentwood Municipal Code to provide that the Mayor shall receive additional compensation in the amount of $500 per month.

In recognition that future elected mayors may not perform some or all of the above identified duties, the Ad Hoc Committee recommends that any additional compensation provided expire at the conclusion of the incumbent Mayor’s term. Upon election of any future Mayor, the City Council can then make an individualized evaluation as to whether additional compensation for the Mayor is warranted.

FISCAL IMPACT

Should the City Council approve the granting of additional compensation in the amount of $500 per month to the Mayor, the net effect on the General Fund would be an annual cost increase of approximately $6,000. There is no budget amendment required for fiscal year 2014/15. This would commence 30-days after the second reading and adoption of the Ordinance. This annual

Fiscal Impact would automatically cease upon completion of the Mayor’s current term of office.

Who’s butt did Mayor Bob Taylor have to kiss to make this policy become acceptable? Pure favoritism to one person. it should either stand for ALL mayors of Brentwood or be rescinded. That, or throw the Mayor and Council in jail for this behavior.

An unfair policy and an example of politicians scratching each others backs. Brentwood residents had better wake up to the reality that its council is focused on their pay, what is in it for them, and attending events on the peoples dime. Replace them in the next election cycle.

ECT. Best photo ever as you have Supervisor Piepho looking up to Bob Taylor as both want salary increases. These politicians should be in jail for behaving like this.

If I read this correctly, in October, Taylor was making $569.25 a month. 30 days from now he will be making $870 more a month for being in the same position.

ECT, you should hammer this one harder instead of just putting out the info. Your own article last year showed Brentwood gave a nice raise and now the mayor gets special privialage raise? Why? What is he doing that the others are not?

So you would like an “editorial” written in your favorable opinion? What if we do not see it that way? If Brentwood residents agree with it, why would we fight it? Brentwood residents have the choice to speak up or simply agree with this. The Council did an ad-hoc committee and this is what they came up with.

As far as our “opinion” goes… the expiration date of this police is bizarre but is the Mayor worth $500 more a month? I would argue that a lot of Mayors around Contra Costa County are worth more than what they receive.

County Supervisors positions are full time jobs. City Mayors are not. The two positions are not remotely comparable when it comes to the encompassing responsibilities and job duties. A city Mayor is to the city council as the Chair of the BOS is to the board of supervisors. There should be no pay differential.

Someone needs to inform “Julio” that Piepho voted against the current raise proposal. “Me thinks”, If you are going to comment on subjects, you should probably know what you are talking about.

People should be outraged. The only thing the Mayor of Brentwood does well is embarrass Brentwood. He is a clown. If you think any differently then you have never actually met him.

The guy doesn’t deserve a dime. Before the last election, he went to Brentwood Elementary and promised two classes if students on two separate occasions that if was reflected, he would make it his top priority to turn the empty land across the street from the school into a park. He did absolutely nothing to keep that promise. A liar…and worst of all, he lies to children!

You cannot, in any way shape or form compare a County Supervisor’s position and responsibilities to that of a City Mayor. The responsibilities and duties are not even close. You couldn’t compare any real job to that of a Mayor because the position isn’t a job at all.

-Conducting Civic Center tours for community groups, clubs and students? This is something that makes the Mayor feel needed, it is not a responsibility. Bob chooses to take this on because it feeds his ego.
-Attending ribbon cuttings and unveilings. How many of these actually happen on a daily, weekly or even monthly basis? Another ego boost where he reminds everyone he is mayor.
-Performing civil marriage ceremonies. You are kidding right? Have there been any takers? Who would want Bob the Mayor, who has speaking difficulties presiding over their ceremony? Give me a break!

A Mayor’s job is not a full time job. Mayor Bob has nothing to do so he creates busy work, meddles and gets in the way of working city staff. It’s no secret around Brentwood.

Bob trolls the local bars telling everyone he is the mayor and they should by him a drink. As he walks away everyone is laughing at him! Especially since he refers to himself as “the mayor”, constantly talking in the third person. Wake up Brentwood. People that deal with Bob Taylor fall into two categories, they either despise him or feel sorry for him. He is a former whiskey salesman that couldn’t run a hot dog business and not so long ago lost his home in foreclosure. In Mayor Bob’s case the truth is stranger than fiction. His downtown “Hot dawg” business as a failure and he couldn’t even manage to keep his home. He completely destroyed the old downtown park, building an empty parking garage which many refer to as the Bob-mahal. If you think he is apt, then you have NEVER met the guy. Yes, Brentwood this is the very same guy who is ruining the city.

You can form a comparison to a County Supervisor’s position and responsibilities to that of a City Mayor. The responsibilities and duties are very similar. Both jobs are really not jobs at all.

Especially since she refers to himself as “the county Supervisor”, constantly talking in the third person. Wake up East County. People that deal with Supervisor Piepho fall into two categories, they either despise her or are afraid of her retaliation. She is a housewife with a high school education. In Supervisor Mary Piepho’s case the truth is stranger than fiction. She completely destroyed the way of life for East County, building an empty dreams and promises that have never come true. If you think she is apt, then you have NEVER met the woman. Yes, East County this is the very same woman who is ruining East Contra Costa County.
