Brentwood Approves Police Dispatch Job Classifications, Hiring

The City of Brentwood moved a step closure to launching its Dispatch Center by establishing job classifications, job descriptions, salary ranges and benefits for Police Dispatcher and Police Dispatch Supervisor classifications and authorizing the City Manager to hire staff necessary to operate the Police Dispatch Center.

Approved during the consent calendar, Brentwood is looking to hire two Dispatch Supervisors and an Information Services Technician to be brought on board in January 2016.

According to staff, this is 18-months prior to the Dispatch Center opening, however, these positions provide support for the Police Dispatcher recruitment and selection processes; develop operational policies and procedures; develop training manuals and materials; and provide capacity for the Computer Aided Dispatch and Records Management System (“CAD/RMS”) implementation.

The City Council also approved the hiring of ten new Police Dispatcher positions in FY 2016/17. The actual hire date would be three months prior to the planned opening of the Center (expected hire date of April 2017),

According to the salary survey of San Francisco Bay Area dispatch centers, Brentwood’s police dispatch supervisor and police dispatcher classifications will be among the top three paid agencies for police dispatchers and police dispatcher supervisors within comparable jurisdictions.

  • Police Dispatcher Supervisor – $6,515 – $7,919
  • Police Dispatcher: $5,387 – $6,547

Benefits for the new positions would be governed by the existing Memorandum of Understanding with the BEA. These benefits would include shift differential pay of 3% of base salary for regularly assigned hours worked, other than overtime, between 2100 and 0700 hours the following day for swing shift and graveyard shift. Should the dispatchers be required to wear a uniform, an annual uniform allowance of $500 would be paid in accordance with the existing Memorandum of Understanding.

In order to assist with recruitment, the City previous established a hiring incentive program:

The city will seek 100-150 applicants in order to hire 10 police dispatchers and 2 supervisors including 20-25 supervisor applicants.

Once fully operational, the Center would increase annual General Fund operating costs by approximately $1.7 million.
