Assemblywoman Wicks Housing Bill Moves Forward, Bauer-Kahan and Frazier Vote Against

A bill introduced by Assemblymember Buffy Wicks (D-Oakland) moves froward that require cities to plan for more small-scale multifamily buildings—duplexes, triplexes, quads—creating more “missing middle” housing for working families.

The bill aims to encourage multifamily and infill development, while still allowing single family home development. It also would increase housing production and contribute to overall housing stock.

On Thursday, AB-725 passed out of the State Assembly in a 48-22-10 vote.

This bill would require that at least 25% of a metropolitan jurisdiction’s share of the regional housing need for moderate-income housing be allocated to sites with zoning that allows at least2 units of housing, but no more than 35 units per acre of housing. The bill would require that at least 25% of a metropolitan jurisdiction’s share of the regional housing need for above moderate-income housing be allocated to sites with zoning that allows at least 2 units of housing, but no more than 35 units per acre of housing.
The bill would exclude unincorporated areas from this prohibition and would include related legislative findings. By imposing additional requirements on the manner in which a city or county may satisfy its regional housing need, this bill would impose a state-mandated local program.
Locally in Contra Costa County, the bill was mixed with Wicks and Tim Grayson (D-Concord) supported the bill while Rebecca Bauer-Kahan (D-Orinda) and Jim Frazier (D-Fairfield) voted against the bill.

One can put all the lipstick on a pig that one desires, but this legislation is just another attempt to have the state override cities’ local zoning control. And what’s with the “exclusion” for unincorporated county area?

How’s that working out on Dogwood, Banyan, Mandrin and Manzanita over there in Antioch? 9th street and J, not great. Stapleton, questionable. I suppose Valley Green in Brentwood is not so bad.

Does a parent really give a girl the name “Buffy?” I hope she moves into the duplexes, triplexes, quads and gets to hear the people on the other side of the wall yell, scream and play LOUD MUSIC day and night. Let’s see how much BUFFY likes that!
