Assemblyman Jim Frazier Shares Legislative Successes in 2017

SACRAMENTO – Gov. Jerry Brown has taken action on all the bills passed by the Legislature and sent to his desk in 2017, including signing a number of bills authored by Assemblymember Jim Frazier (D-Discovery Bay).

 

“Team Frazier had a very successful year shepherding key bills through both houses of the Legislature and persuading the governor to sign them,” Frazier said. “We were able to really help the 11th Assembly District with bills and resolutions that make child care more accessible in Solano County, improve the environmental health of Delta wetlands, fund much-needed road and infrastructure repair and protect the taxpayer from misuse of funds by the Legislature. I am looking forward to another productive year in 2018.”

 

The governor signed eight Frazier bills into law in 2017. In addition, the Assembly and Senate approved four Assembly Concurrent Resolutions (ACR) and one Assembly Constitutional Amendment (ACA) that Frazier authored. ACRs and ACAs don’t require the governor’s signature.

 

BILLS

AB 28 allows Caltrans to continue to streamline the environmental process for state and local transportation projects without compromising compliance with environmental laws and regulations, saving taxpayer money and delivering completed projects earlier.

 

AB 341 gives local school districts the authority to use funds at their discretion for student participation in out-of-state field trips, making educational excursions more accessible to all students. The idea for AB 341 came from the Fairfield-Suisun School District, to help its award-winning robotics team compete at out-of-state competitions.

 

AB 377 allows Solano and San Diego counties to develop their own pilot programs to use state child-care funding more completely and efficiently, enabling more working families to have access childcare. These pilot programs will help guide the state through much-needed comprehensive child-care reform statewide. The idea for AB 377 came from advocates in the district, including the Children’s Network of Solano County.

 

AB 458 helps smaller businesses by allowing companies with smaller vehicle fleets to participate in a streamlined DMV vehicle registration (Permanent Fleet Registration) program.

 

AB 515 directs Caltrans to develop 10-year highway rehabilitation and 5-year maintenance plans, and make the draft plans available to regional transportation agencies for review and comment and requires Caltrans to review and respond to the comments in the final plan.

 

AB 643 adds instruction on how to recognize early warning signs of adolescent relationship abuse and intimate partner violence to sex education curriculum at California public schools, for grades 7-12. The idea for AB 643 came from Sonia McClellin, a resident of Assembly District 11, who related the story of her sister’s murder at age 24 by an abusive boyfriend and asked for this early education to help prevent future domestic violence tragedies.

 

AB 718 will reduce pesticide spraying on private wetlands by allowing property owners to initiate best management practices agreements with local mosquito control districts.

 

AB 1633, anticipating the growth of the electric vehicle industry, directs Caltrans to start including charging station locations on freeway signs that traditionally advise drivers of fuel, food and lodging options at upcoming exits.

 

ASSEMBLY CONSTITUTIONAL AMENDMENT

ACA 5 is a proposed amendment to the state Constitution to prohibit the Legislature from borrowing or reappropriating revenue from vehicle fees and fuel taxes and using this revenue for any purpose not related on road and highway maintenance and repair. ACA 5 is subject to voter approval.

 

ASSEMBLY CONCURRENT RESOLUTIONS

ACR 49 designates a stretch of state Highway 4 between Antioch and Brentwood as the “Police Sergeant Scott Lunger Memorial Highway.” Sgt. Lunger was a Brentwood resident who was shot and killed in the line of duty while serving with the Hayward Police Department in 2015.

 

ACR 64 designated May 22 2017 as Special Olympics Day in California, recognizing the the accomplishments of the Special Olympics of Northern California and the Special Olympics of Southern California in enriching the lives of all Californians who are involved in the annual games.

 

ACR 65 proclaimed April 2017 as Distracted Driving Awareness Month, calling for awareness of the problem of distracted driving problem and support for programs and policies to reduce distracted driving.

 

ACR 91 designated the month of May 2017 as Motorcycle Awareness Month in California, noting that motorcycles use fewer resources, cause less wear and tear on public roadways and take up less parking space.

Assemblymember Frazier represents the 11th Assembly District, which includes the communities of Antioch, Bethel Island, Birds Landing, Brentwood, Byron, Collinsville, Discovery Bay, Fairfield, Isleton, Knightsen, Locke, Oakley, Pittsburg (partial), Rio Vista, Suisun City, Travis AFB, Vacaville and Walnut Grove.

Well none of that was very exciting and most of it should not have needed a bill in the first place. How about getting AB47 and Prop 109 repealed.

Agree! …….But let’s get Frazier out of public office first. He is a noisemaker who uses his office to exercise poor judgement and demonstrate narcissistic behavior.

I am curious of how many laws he repealed. The politicians create these fantasy laws to grandstand. All it does is congest the system and waste tax dollars. Distracted driving month, Special Olympic month, Motorcycle awareness month. He has only nine slots left. These are all common sense ideas. They don’t need wasted tax dollars to maintain them with legislative costs. Let’s repeal some laws that are inept. That would be progress.
