Antioch to Finalize Emergency Shelter Zoning Amendment for Homeless Trailers, RV Parking

On Tuesday, the Antioch City Council will determine its map amendments to its Emergency Shelter Zoning Ordinance which will allow them to place the 5 homeless travel trailers provided by Governor Gavin Newsom earlier this year.

Antioch received the trailers back in March and have been working on where to locate them and create a program of who would utilize them.  The City is pursuing a family-serving program for these trailers.

According to the notice, the city is seeking to modify its Zoning Ordinance as “emergency shelter” to also include recreation vehicle parks and alternative shelters. It would also include alternative development and operational standards for emergency shelters as well as the zoning designation.

Currently, the city is proposing the changes to the following areas which notices have only gone out to residents within 300 feet of the current properties:

  1. Fitzuren Road: APN 067-342-013, 067-342-002, and 067-342-001.
  2. 301 W 10th Street: APN 067-080-038
  3. 615 A Street: APN 066-162-038, 007
  4. Fulton Shipyard Road: APN 065-020-002

Per the City, although they looked at A St & 7th, that location was eliminated because the city owns only a small portion of the property.

Planning Commission

On June 3, 2020, the Planning Commission considered this item and passed a resolution recommending that the City Council make the proposed text amendments but did not recommend that any of the proposed sites be rezoned to include the ES Zoning Overlay.  The Planning Commission sited concerns about each of these properties.

On the Fitzuren site, the Commission expressed concerns about the proximity to Highway 4 and the associated noise and pollution. On the 10th Street site, the Commission was concerned about the loss of parking for the adjacent community center. At the Fulton Shipyard site, the Commission felt that the shared use with heavy City operations and the associated truck traffic was inappropriate for family housing, along with the lack of nearby services. The Planning Commission suggested that staff pursue use of the Contra Costa County Event Center (fairgrounds) RV Park for these trailers.

Prior to the meeting, the Planning Commission received over 90 email comments addressing this project. At the time that the public hearing notices were distributed, the Community Development Department did not have adequate information to communicate that the project would be for families with children in the Antioch Unified School District.. This information was eventually relayed to each person who delivered an email comment and the resulting responses were mixed

You mean to tell me you’ve had these 5 trailers since March and still can’t come up with a plan where to place them at meanwhile the homeless are still homeless. No wonder the city is in the situation you guys are in. Incompetent idiots.

I know, I was going to say the same thing. Ghee, I don’t think they are paying any attention to the tents going up all over town. Set them up at the Fairgrounds. City Council keeps Antioch in the current state of hopeless, despair and financial disaster when it comes to their spending, Logo for no business will ever come here except Pot. Services? LOL? How much for that new crap logo of yours that has brought no business to town but pot. The microwave restaurant that replaced Humphrey’s is awful too. Vote these clowns out ASAP. If you can, move.

I’ve seen trailers all over Antioch already. Wilbur, Viera lane and by the Bart station just to name a few. Didn’t a city in the south bay just get rid of them because of maintenance costs? Well let’s not forget that covid could run wild in these trailers and whose going to be liable if they get sick? Just saying.

There are many people who need them and don’t know how to apply to be able to move into one. Lots of insensitive people commenting. Not every homeless person is an addict, or criminal. I know of a woman and her son who desperately need a place to live and are homeless due to lack of employment and family unable to help.
