Antioch POA Issues Statement on Antioch’s Investigation of City Council Member Tamisha Torres-Walker

by ECT

The following is a statement released on the behalf of the Antioch Police Officers Association by a law firm representing them in regards to an investigation of Councilwoman Tamisha Torres-Walker.

Here is the statement:

This press statement is issued by the Law Firm of Rains Lucia Stern St. Phalle & Silver (RLS) on behalf of their client, the Antioch Police Officers’ Association (“APOA”) and its individual members.

The firm says that their clients in the APOA expect and deserve nothing more nor less than a fair and impartial review of the multitude of official actions they are called upon to take on a daily basis, something which has not been occurring lately in the City.

The Antioch Police Officers’ Association was heartened that Police Chief Tammany Brooks was finally permitted yesterday to speak in factual terms concerning the unfortunate incident which culminated in the death of Angelo Quinto. The APOA is confident that a Coroner’s Inquest public hearing, when held concerning this matter, will verify the factual information discussed by Chief Brooks, and soundly refute the distortions and/or complete falsehoods previously asserted by members of Mr. Quinto’s family and their attorney.

Since the press conference of Chief Brooks was limited to responding to false accusations made against the Department and its individual officers in the incident involving Mr. Quinto, he did not address another recent incident which resulted in members of the APOA being publicly maligned by City Councilwoman Tamisha Torres-Walker, simply because the officers were attempting to enforce statutory laws being violated by her two sons by driving off-road vehicles on public roadways and violating other rules of the road, endangering themselves and other motorists alike. In the aftermath of an approximate nine minute public condemnation of the officers by Councilwoman Torres-Walker, the police department commenced an Internal Affairs investigation by an “outside” investigator to determine if the officers who attempted to stop Ms. Torres-Walker’s sons, and who had to actually pursue them after they fled, acted appropriately. The APOA and this law firm welcomes a fair, thorough and objective investigation of this incident and the actions of the involved officers.

But there was also a second investigation initiated as a result of Ms. Torres-Walker’s public “statement” –an investigation commenced at the direction of the City Manager of Ms. Torres-Walker for the manner in which she conducted herself and the delivery of her “message” to her constituents in the public.

In her “message,” rather than acknowledging that her sons were violating the law when officers attempted to stop them, Ms. Torres-Walker attempted to deflect the illegality of her sons’ behavior onto the police officers who were simply trying to enforce the law. Her nine minute “statement” was shown prominently on social media sites and referred to by many who saw and heard it as a “recorded temper tantrum” and “profanity laced rant” directed at police officers of the Antioch Police Department.

In her “statement” Ms. Torres-Walker referred to Antioch police officers as “a–holes” nine separate times; she called Antioch police officers “mother f—ers” 16 times; she used the word “f–k,” or f—er,” or “f—ing” 42 times; she used the word “sh-t” a total of 11 times.

If any police officer represented by this law firm in Northern or Southern California would have publicly addressed any human being, let alone another public official, in terms similar to these, for any reason, they would have been terminated from their positions and would have rightfully deserved such a fate. The APOA is aware that City Manager Ron Bernal initiated an investigation of Ms. Torres-Walker’s outrageous behavior and the enormous discredit she brought to the City Council and the City Management of the City of Antioch. However, suddenly, very quietly, and entirely inexplicably, the investigation was discontinued, apparently as a result of pressure brought by Ms. Torres-Walker and/or her supporters. The discontinuation of this investigation is tantamount to City Management sanctioning displays of profanity and unprofessionalism at the very highest levels of City Government.

As the law firm proudly representing Antioch Police Officers’ Association, we ask Mr. Bernal and the entire City Council what will happen to one of our police officer clients if he/she dares in the future to refer to any member of the public with any profane reference not even approaching the level of vulgarity engaged-in by Ms. Torres-Walker?

The City Government’s response to Ms. Torres-Walker’s undeserved, unnecessary and patently outrageous behavior is itself a disgrace and disservice to the constituents of the City and to every member of the Antioch Police Department and the Police Officers’ Association. “The City has, in essence, sanctioned Ms. Torres-Walker’s venomous attack of law enforcement officers at the precise moment when community relations between the public and law enforcement are in desperate need of community leaders who step-up to both practice and preach the restoration of mutual trust and cooperation between the police and the public, and not to engage in a continuation of the vitriol of police hatred exhibited by Ms. Torres-Walker,” said RLS Founding Principal Mike Rains.

Who in the hell elected that trash ? People!! Do better!

He children were breaking the law. She represents this city so she should not expect special treatment because she is a city councilwoman. She should teach her kids the laws that govern all citizens and expect them to follow them. She said others do this all the time, well as a city councilwoman she should notify police when she sees our laws being broken so they can enforce them.

Andy Mar 3, 2021 - 6:43 pm

I can’t believe that a look into the action of this city council member would be dropped. I do not want our city to be represented by anyone using this kind of language. Words do matter. I live in the district she represents and I can’t wait to campaign for almost anyone who might run against her. Our city deserves better.

I applaud the APOA and the Law Firm of Rains Lucia Stern St. Phalle & Silver for pushing back on now months of one-sided rhetoric accompanied by multiple shootings in just the last week. Kudos to Chief Brooks for taking the high road and full disclosure when APD has the opportunity to not be muzzled.

The one-sided dialogue/lecturing from Mayor Thorpe and the bitter, foul-mouthed arsonist need to be confronted and squashed.

Shame on those that voted for this collective government scourge on our community. Your children and neighbors deserve better even if you thought these idiots were “progressive” and somehow you’d get free crap as “reparations.”

Ms. Torres-Walker should be fired from her position without delay. The city is setting a precedents by doing nothing with her disgusting behavior. She has failed as a city employee and obviously as a parent. Get control of your little non law abiding hoodlums and turn in your resignation, potty mouth.

Steve B Mar 3, 2021 - 7:27 pm

Glad the POA has representation, because these inappropriate attacks are out of control and detrimental to the safe and well being of the police and citizens of Antioch.

Wayne Wilson Mar 3, 2021 - 7:40 pm

Get rid of this embarrassment to our city! Ms. Walker, a felon thanks to her committing arson, should not have run for a position on Antioch’s City Council. Anyone with such a crime on their record is not permitted to hold the position she now holds. She needs to be removed immediately.

citizen N Mar 3, 2021 - 7:54 pm

this “female” out here in front the police station hanging out with fellow arsonist shagoofy con. two literal felony arsonists FREE outside a police station and they complaining that shit aint fair ? straight up clown world.

Can anyone leave the phone numbers for the city manager, mayor, and mrs. walker? We need to start making some real noise at this point. They are running this city into the ground. Is she aware that there’s video of her incident?

Eric Williamson Mar 3, 2021 - 9:32 pm

Tamisha Torres-Walker should be removed immediately by the Antioch City Manager and sent packing! Luckily, this lower doesn’t represent the entire city but only one district and that’s the district I live in and wouldn’t have voted for her in a million years. I am a supporter of our police department and want more officers hired and want them to be much tougher than they already are! The current mayor should be recalled post-haste!

POA vs the P.O.S. Walker Mar 4, 2021 - 1:36 am

This Richmond arsonist Ms ToreUp- Weaker needs to be removed asap by either Llama Thorpe or us citizens of Antioch. She don’t belong here!!

Elected plague! Mar 4, 2021 - 2:37 am

Hood trash showing its true color! Now Oakley just put one on the school board. Smells like shit around east county. Plague infested.

Steve Lang Mar 4, 2021 - 3:07 am

This woman does NOT belong on the council! She has nothing to recommend her! She is a felon who didn’t disclose her crime! She should not have been allowed to run for that office. She’s nothing but a distraction now and our city has become the laughing stock of the entire bay area as well as in counties down south.

LoveableCurmudgeon Mar 4, 2021 - 4:15 am

This is the result of district elections. It’s the right thing to do, but what inevitably happens is that one or more of the districts becomes a “ward”, where a coalition of ” activists” get together tp create a fiefdom, where to get things done one has to genuflect and kiss the…uh….ring of the ward boss. In this case, Ms. Torrez-Walker is the anointed one of her district and removing her will be difficult and any attempt to remove her will be cast as racism, and not as an attempt at getting someone RESONSIBLE and mature to represent the district. We are stuck with her for four years, unless something serious occurs. So we have to find a way to marginalize her

Concerned for Antioch Mar 4, 2021 - 6:05 am

Actually both her Wilson’s current term is only 2 years.

The more the mayor remains quiet on this potty mouth law breaker, the more it looks as if he condones Tamisha as one of our city leaders. What a joke. I’m embarrassed to tell people where I live because of this woman!

The truth Mar 4, 2021 - 2:34 pm

Elect a clown….expect a circus……
Nuff said….

Lucy Mar 4, 2021 - 3:40 pm

I absolutely do not condone the language that a publicly elected, City Council member used; however, that does not excuse people to voice their racist opinion… Please keep RACE out of bad the choices people make.

Trans Mar 4, 2021 - 4:24 pm

As a transgender it seems Mr Walker could set a better example.

Laura Angel Mar 4, 2021 - 4:39 pm

LOVEABLECURMUDGEON! Why would it be difficult to remove Tamisha Torres-Walker from the council if she was ILLEGALLY elected. She kept the criminal portion of her life away from the public! She is a FELON who set fire to an INHABITED four-plex and by sheer luck, a young boy woke up at 1 am and warned the rest of the inhabitants of this danger! She was caught, arrested and served time for ARSON! That is one of the crimes whose perpetrators are NOT allowed to hold any public office, even if they “paid their debt to society” .. and even if that crime was EXPUNGED! Can I make myself any more clear, LOVEABLECURMUDGEON? What in hell is wrong with you people? Are you blind and deaf? The BOTTOM LINE is that Torres-Walker must be removed from the city council IMMEDIATELY!

Response to Lucy Mar 4, 2021 - 4:47 pm

@Lucy, if it looks like a duck, walks like a duck and curses like a duck, it’s a Frickin DUCK.

Jerry Nolan Mar 4, 2021 - 5:16 pm

Tamisha Walker set fire to an apartment building in SAN PABLO, not Richmond.

Martin Rossi Mar 4, 2021 - 5:29 pm

They were probably “advised” by some ghetto rats to stop the investigation when it got close to finding out that the two bastards were violating traffic laws and endangering drivers. There were many witnesses.

Ashamed Mar 4, 2021 - 7:46 pm

There is no reason someone like this should have ever been elected (with her background) and then allowed to stay in her city counsel position! If someone else went off like she did they would have been fired on the spot. Oakley School Board members did far less and they no longer hold their positions. WHY does Antioch put up with this. FIRE HER AND MOVE ALONG…. Antioch citizens and our police officers deserve more than this.

Johnny M Ramirez Mar 4, 2021 - 8:34 pm

O-KAY PEOPLE AFTER ALL THATS GOING ON ANYPERSON IN THERE RIGHT MIND PROBABLY WOULD OF DONE THE SAME THING.LETS NOT PLAY INNOCENT,HELL I DON’T HEAR NOTHING BAD ABOUT HIRING THAT COP FROM S.F. YEAH HE KILLED SOMEONE,LETS TALK ABOUT SOMETHING SERIOUS FOR ONCE!!!!!!!!!!! LET THE COPS HERRASS YOUR KID FOR BEING A KID??THERES OVER A HUNDRED MOTORBIKES IN TOWN,BUT THESE COPS FIGURE THERE GONNA ACT LIKE TRUMPSTERS AND HURASS THE BLACK KID?I GUESS ITS FINE!! WELL THE SHAME OF ANTIOCH P.D. IS STARTING TO SHOW.THE WOMAN IS HOSTILE BECAUSE THATS HER CHILD.I GUESS BEING A MOTHER IS AGAINST THE LAW. TAMISHA THEY JUST WANNA USE YOU FOR A PAWN……..

Johnny M Ramirez Mar 4, 2021 - 8:43 pm

WELL ANDREA,IF THE POT IS BOILING MAYBE YOU SHOULD’NT TALK ABOUT IT!!!!!!!!!! MAYBE WALNUT CREEK WOULD SATISFIE YOUR CONVERSATION. AND TO THE TRUTH,NO THE TOWN IS A CIRCUS,BECAUSE THEY PICK AND CHOOSE WHO THERE GONNA PUT ON FRONT STREET, NOW THATS REALITY………

Anita Gustafson Mar 4, 2021 - 11:41 pm

racist/schmasist! I don’t care of Walker is blue eyed and blonde-hired like me. It makes no difference. The woman should not have been permitted to file papers to run for the post. She’s A FELON! An ARSONIST! People with such records are not allowed to hold offices even if they are “elected” They should not have run! Out with her and no one cares what the idiot mayor will do because it’s not HIS job to kick her out. The City Manager has that role, so Bernal should do his job!

The REAL truth Mar 5, 2021 - 9:20 am

Oh Johnny justified homicide is what the liberal DA, outside investigation and SFPD IA said it was. The only one who found wrong doing is the citizen review board that knows nothing about police work and the actual laws of the state. Loss of life is horrible but just like the military killing people these street soldiers have to protect all citizens. Nothing corrupt about it.

This is the REAL truth… not the one talking about circus BS

Donna Mar 5, 2021 - 10:48 am

It don’t matter what position a parent holds if you can’t control your child I’m glad the police will! The language use is another sign called it’s bully your way to be heard nope not on board and to be honest to my belief she needs a another job! We need open minded positive thinking leadership with ideas that represent all and favor your own. Please just find another job and save us from the negative fall out!

Thomas Mar 5, 2021 - 11:29 am

It’s obvious Johnny is Walker trying to defend herself anonymously.

Johnny Ramirez needs English language classes Mar 5, 2021 - 3:39 pm

Hey Johnny! Que pendejada! A few remedial ENGLISH LANGUAGE classes might be helpful. Also, undo the CapsLock feature!

Mark Jamison Mar 5, 2021 - 3:46 pm

Torres-Walker is pissed off at all cops because they caught her hiding in a closet under some dirty clothes after she set fire to a fourplex in San Pablo! She thought she could get away with arson, but things turned out differently. Now, she’s on the warpath to ruin OUR city’s excellent police department. Kick her out of the council and kick her out of Antioch along with the jerk we have for a mayor (whom I DID NOT vote for).

El Grandote Mar 5, 2021 - 7:08 pm

Hey JOHNNY RAMIREZ! I have some advice for you. Either sell or give away your computer and just go and play video games or mow my lawn!

Henry Lewis Mar 5, 2021 - 7:15 pm

Her kids were caught breaking the law and the mom went ape shit over being informed of that! Made a bad situation even wore by mouthing off and being sewer-mouthed thinking that will distract from her kids’ unlawful actions. This investigation should resume and come to a conclusion. Just dropping it doesn’t cut it! I didn’t see it happen but I did see a lot of motorists pulling over to call the cops.

Nick P Mar 5, 2021 - 8:02 pm

Hey Johnny Ramirez / Tamisha using all caps and misspelled words only proves it is really you. You are continuing to embarrass yourself so please step down.

Stephen Urdiales Mar 5, 2021 - 9:28 pm

Eastcounty today should be ashamed of themselves for letting some of these comments get posted. Shows how much trash and how racist you really are. What’s your name again Mike? One comment calls her a “negra” and the name on the comment is “nihher” wonder what there hinting at. Your all pieces of shit. Seriously.

ECT Mar 6, 2021 - 5:32 am

Thanks for pointing this out… using those types of words would not come up in the flag… they have now been added.

Bradley Havens Mar 5, 2021 - 11:52 pm

Anyone who uses such shit language like Tamisha did is not OK in the head! One can be angry but express it in a more civilized way. Thrown F bombs and MV bombs just shows that the person is really low class. Blaming the police for intercepting her sons for doing an illegal and dangerous thing, is beyond belief! This woman, along with her arson conviction and her decision not to reveal it, should be ceremoniously kicked out of the city council. I don’t care what race she is!

WILLIAM STMICHEL Mar 6, 2021 - 12:30 pm

Getting rid of a foul mouth felon shouldn’t be this difficult, especially when she shouldn’t have been allowed
to run in the first place. The mayor and the city manager need to grow a pair and quit hiding behind the race
card. If they can’t do it then we need to get rid of all three. This REALLY smells bad people. Why are they
protecting this vulgar felon?

Roy Mar 7, 2021 - 6:01 pm

The POA Should file a defamation of character lawsuit against her on behalf of every officer in Antioch for $100000 each And put her and her rug rats out on the street

Left Antioch Long Ago Mar 8, 2021 - 1:13 pm

22 arrests for her. Maybe her little wanna be thug kids are trying to keep the family record going. Funny how there has never been any discussion on the father of those kids. They must be on some type of government assistance.

Jenny Wong Mar 19, 2021 - 1:19 am

There is probably more than one father involved.
