Antioch: Ron Bernal Appointed Assistant City Manager

ANTIOCH, CA. – City Manager Steve Duran announced that he has appointed Ron Bernal to the Position of Assistant City Manager effective April 17, 2016, and that Ron will also retain his department head responsibilities for Public Works and Engineering.

Mr. Bernal has served to the City since 1998 and has been the Public Works Director and City Engineer since 2002. He worked for the City of Dixon, CA from 1984 to 1998.  Mr. Bernal holds a Bachelors of Science Degree from the University of California at Davis and is a registered civil engineer.

Antioch City Manager Steve Duran said he was pleased to promote Mr. Bernal and hoped to see him succeed him as City Manager in the future.

“I couldn’t be more pleased to promote Ron to the position of Assistant City Manager. He is a terrific team player. Ron’s professional and personal knowledge of the City of Antioch and his exemplary track record of leadership in managing large, complex and multifaceted City operations make him worthy of his new responsibilities,” said Duran.

Duran further highlighted he will be leaning on Bernal to chair a few interdepartmental task forces, such as on blight and homelessness.

“I also want to have Ron more involved in the budget process and economic development to help other staff and to round out his City-wide experience,” said Bernal.

Bernal noted that he plans to work on a variety of issues facing Antioch.

“I’m grateful for the opportunity to continue to serve the City of Antioch in this new role.  I look forward to working with the City Manager on homelessness, economic development, emergency operation preparedness, protecting our water rights and other important issues facing our community,” said Bernal.

The appointment comes after a March city council meeting where the council voted 4-1 with Ogorchock being the “no” vote to bring back the position.The city hasn’t had an assistant city manager since 2010.

In total, the City will spend up to $60,000 with the position and other employees also getting a bump in pay for assuming some of his current duties.
According to the Antioch City Council staff report from the March 22 meeting, the salary range (without benefits) for the Assistant City Manager is $158,028 -$192,082 The total annual range of cost of funding one (1) full-time Assistant City Manager in the City Manager Department is (Step A–Step E) $274,265 – $327,565.

Yes clean up the crime and homeless problem on Delta Fair by the Car wash, Big Lots and 99 Cents Store all way to trail on Buchanan Road and Gentrytown stores!!!!!!!!!!!!!

What do you suggest doing about the “homeless problem” in Antioch? Would you favor a city-wide street sweep with their imprisonment in mind, or a classic mass extermination in the wee hours of the night?

Maybe providing more shelters for them, maybe finding ways to house them like we do with low income residents. Maybe finding ways for them to apply for jobs, etc. It is a problem sir, and you sound angry because someone is concerned about a smaller town like Antioch being over taken by homeless living in our bushes, store fronts, etc. That’s okay with you? In fact if some do not comply with shelters they should not be allowed to camp on private property like they are near me home. They litter and loiter everywhere! IT IS A MAJOR PROBLEM!!!!!!!

It’s not my job to determine that. But I am concerned since I find hypodermic needles near my front door step, and I have children. Mike Hunt most likely is one of these people I see that has a car but drives over where the homeless are and gives them drugs and hangs out on other people’s property. I see it everyday. No one is suggesting mass extermination moron, but something has to be done by the city!!

Yea Ron clean up the trash that so many people throw. Put up some signs. Assign more workers to clean up our streets and trails and parks. It is disgusting how many these low lives litter. No consideration for others, guess it comes with low class people who have invaded our city. Also Michael is right, Delta Fair Blvd is so bad with homeless and trash, it is dangerous and public safety violation. I have found needles, human feces right on sidewalk. It amazes me how more is not done!

Thank you Jim Simmons. He is so far over his head this city doesn’t have a chance. The trash has been mounting along Delta Fair Blvd and Sycamore for weeks and it is STILL here. Good Luck Antioch!

I’ve know Ron Bernal since he came to Antioch. He is an outstanding individual, professional and is responsive to issues when the money is available. If he hadn’t been given his new title as Assistant City Manager I know that other cities had been seeking him to be their city manager. Ron lives in Antioch and is a great husband and father.

I have known Ron since I was in grade school. He is very professional and is a great asset to which ever city he works for. He certainly has his work cut out for himself in Antioch and they will be lucky if they can hold on to him. A city manager is only as good as the council will allow him to be.

Comments of support here: outstanding individual, very professional, responsive to issues, and other cities want him on their staff. Does this sound like a city manager who has a solution to homelessness? No, he is just a man.
