Pittsburg Could Implement New Recruitment Incentive Program at 20% of Salary

On February 3, the Pittsburg City Council will discuss implementing a Recruitment Incentive Program to assist the city in recruiting and hiring candidates.

According to the policy, the fiscal impact is anticipated to cost the city as little a $500 to as high as 20% of the candidates offered annual salary.

The City’s Recruitment Incentive Program would allow the City Manager to approve incentives such as one-time signing bonuses, employee referral bonuses, relocation assistance, and higher/additional vacation and sick leave accruals.

The move comes after staff says the gap between available jobs and the number of qualified applicants is growing. They also added that recently, the city had difficultly filling three critical vacancies.

The city says a recruitment incentive program would allow the City an opportunity to secure highly qualified employees for positions that the City has determined to be difficult to fill with starting salary and benefits alone.

According to the Staff Report:

The proposed Recruitment Incentive Program identifies operational procedures to maintain consistency in the execution and checks and balances of the Program, such as City Manager designation of authority to review and approve/deny any incentive, categories of employees eligible for referral incentives, documentation requirements for determining that a vacancy is difficult to fill, payment methods that may be utilized, and service agreement stipulations.

There are financial limitations and payout restrictions on the recruitment incentives of relocation assistance benefits and signing and referral bonuses. Such limitations and restrictions include the amount of the payout, completion of partial or full probationary period, no payout of vacation/sick leave pre-accruals upon termination, and current federal and state tax regulations and applicable taxes
