Modesto Police Seize Over 26 Pounds of Heroin

Modesto, CA – The Modesto Narcotics Enforcement Team (MNET), with the assistance of a Modesto Police K-9, seized over 26 pounds of Heroin in a traffic stop early Wednesday morning, leading to the arrest of two suspects.

MNET made a traffic stop on a vehicle driven by Israel Alcazar, 34 years old of Modesto, in the area of Highway 99 and Keyes Road just after 1:00 AM on Wednesday morning. During the stop Modesto Police Officer Mark Ulrich and his K-9 Stryker responded to assist. Stryker alerted to the scent of drugs in the vehicle, and investigators discovered over 26 pounds of Heroin concealed in a box of diapers. Alcazar also had his wife, Isabel Soto-Mondragon, 20 years old, along with their 10 month old baby inside the vehicle.

MNET investigators followed up with a search warrant of Alcazar and Soto-Mondragon’s residence in the 1600 block of Dwight Lane in Modesto. During the search of the residence, Investigators located a handgun, along with other evidence of drug sales. Investigators also seized over $1,200 in cash.

“We know we have taken a high level drug trafficker off of the street with this arrest”, said Sgt. Kelly Rea, the supervisor of MNET. “This was a significant seizure and should really make a dent in the access to Heroin in Modesto.”

This particular Heroin was not “cut” yet, meaning it was in an extremely pure form. Once Heroin makes it into California, it is typically mixed with “cutting agents” or substances to add weight and increase the street value. On average dealers will quadruple the weight by adding these cutting agents.

This more pure form of Heroin will sell for approximately $8,000-$10,000 on the street. Once cut, the street value significantly increases. The 26 pounds of Heroin seized in this case would have a street value of over 2.3 million dollars.

Israel-Alcazar
Alcazar and Soto-Mondragon were both booked into the Stanislaus County Jail for possession of a controlled substance for sale, transportation of a controlled substance, and felony child endangerment. Alcazar was additionally charged with being armed in the commission of a felony. Child Protective Services took the 10 month old child into protective custody.

K-9 Stryker should get a big reward for taking that Heroin off the streets and saving the lives of those that need real help on overcoming that nasty addiction. Great work and a job well done Stryker! Also many thanks to those law enforcment officers to doing a great job as well.
