Update:

On December 29, 2015, at 10:51 AM, Fairfield police and fire personnel responded to a report of a drowning in the 1400 block of Jefferson Street. Officers found a 4 year-old boy unconscious and not breathing. All attempts to resuscitate the boy were unsuccessful and he died at a local trauma center.

The death was suspicious and Major Crimes Unit detectives initiated an investigation.   At this time, the investigation has determined the boy was in the care and custody of his grandmother, Dawn Diana Raines-Hewes, 51 years, of Fairfield. The baby was placed inside a bathtub and intentionally drowned by Raines-Hewes. There were two other grandchildren, a 1 year-old girl and 6 year-old girl, also under the care of Raines-Hewes. They were unharmed.

This is a very complex investigation and still in the early stages.

Information regarding a motive is not being released at this time. Raines-Hewes was arrested this evening and booked into the Solano County jail for Murder. She is being held without bail.

So sad. What could a 4 year old possibly have done to this twisted lady to be drowned to death? Enact capital punishment now.
