On Tuesday, the Antioch City Council will discuss three police reform items that include hiring lateral officers, training and notifications for critical public safety incidents.

The Antioch City Council is aiming to eliminate candidates who do not meet minimum community expectations while they stated hiring lateral officers shall meet or exceed Peace Officer Standard and Training (POST) as it relates to screening for implicit biases that may impede a Police Officers judgement and performance when interacting with members of the public.

Per the resolution:

“Disqualifying factors for lateral hiring of police officers by the Antioch Police Department shall include candidates who are subject of a current investigation for excessive force and/or serious misconduct or are the subject of sustained finding for excessive use of force, sexual misconduct, dishonesty, falsification of documents and/or serious misconduct. The City of Antioch shall apply these disqualifying factors for lateral hiring of Police Officers by the Antioch Police Department effective immediately.”

“The City of Antioch’s lateral hiring process shall meet or exceed Peace Officer Standards and Training (POST) as it relates to screening for implicit biases that may impede a Police Officers judgement and performance when interacting with members of the public.”

At the City Councils request, a community-informed training paradigm for sworn personnel is proposed. Training topics have been identified to reflect community values in the City of Antioch. The training matrix will be reviewed by the governing body.

According to the Resolution:

  • The Training Matrix for Sworn Personnel shall consist of mandatory training modules, publicly presented and reviewed by the City Council on an annual basis;
  • The Training Matrix shall recognize the benefits of de-scalation strategies, including crisis intervention, mediation and conflict resolution.
  • This training Matrix for Sworn Personnel shall also encompass procedural justice and implicit bias training; and
  • The Training Matrix for Sworn Personnel shall recognize the diverse range of community members who comprise the City of Antioch and build greater awareness of effective strategies for interfacing with historically marginalized persons such as Youth, Lesbian, Gay Transexual and Queer (LGBYQ), gender non-conforming individuals, English Language Learners (ELL), individuals with different religious affiliations and the differently abled.

The proposed communication protocol ensures timely notification specifically to the mayor, city council, city attorney and public information officer. The police chief, city manager or designee shall convey reliable and accurate information via email, text or phone to the above identified individuals. Notification shall be provided as soon as practicable and within 24-hours of occurrence.

Per the staff report, this notification protocol for critical public safety incidents is separate and apart from APD external communication to inform the public of issues or matters that pose an immediate threat to public health and safety.

Per the resolution, this will apply to: fatal incident protocol, officer involved shooting, officer involved discharge of a firearm outside of the training environment, an officer shot or critically injured on duty, in custody death, a homicide, mass casualty shooting, a sniper, a fatal accident, pedestrian hit by a car resulting in serious injury or death, a hostage or barricaded subject, a significant hazardous materials incident, an officer arrested on or off duty, prison break, a riot insurrection or potentially violent demonstration, an airplane crash, a major fire and destruction of an explosive device.

Within the Resolution, however, it does state that related to police misconduct, it shall be identified as critical public safety incidents subject to the notification protocol upon the employees placement on administrative leave.

This is almost funny if it wasnt on the agenda. Can we just call it for what it is, the city council is micromanaging and overstepping its responsibility. They keep talking about community standards? Really, pretty sure the standards of this council is pretty damn low. Given Walkers 9 minute foul mouthed rant, standards went out the door months ago

Right Bill Moon………The notification that the ACTING City Manager failed to do the last time they were notified of a Police Issue that went no where. How is that the Police Departments fault???????? How about holding individuals accountable for their behavior, or lack of it?

Torres-Walker went out the door years ago! Why is she still with the council when she has NO LEGITIMATE reason to be on it? Her election was ILLEGAL! She’s a felon who committed arson and people with that background are NOT permitted to run for any political office! Is this really that difficult for the City Manager and City Attorney to understand?

So what are the “Disqualifying Factors” for council members with Felony Convictions? Apparently there aren’t any. What a clown show.

This council is overreaching their skill set.
They should go to Brentwood’s Farmers Market and see what a council can achieve for their city. They don’t have to come up with any new ideas, just mirror that successful program. Nobody gives a rats ass about what toe-misha has to say about the police department. She lost all credibility along with the Mayor months ago. I wish they would stop wasting everybody’s time with their dumb ideas.

Soon enough cops won’t even want to work in Antioch. Citizens should be very concerned. This is why Antioch is the shithole that it is

From discussions with people who have lived in Antioch for a very long time, they had no problems with any “diverse” community members because there very few of them and now, with a sudden influx of these “diverse” members, Antioch is going to hell in a handbasket. These people ruined Oakland and Richmond and now they are ruining our city. We have to stop them!

Don’t mean to be mean but I don’t give a flying fuck about Antioch. I don’t live in that dump and only reason I go and donate some of my tax dollars there is because of the Target.
However, my beautiful city is neighboring that shit hole. And the criminals in that dump think that we Brentwood/Oakley residents stand for that bs. A lot of 2nd amendment loving folks here, y’all gonna have a rude awakening of y’all bring your bullshit here.
Toemisha is a Criminal deciding on police reforms for their city 🤣🤣🤣🤣🤣 it’s pure comedy. The arsonist, who attempted to murder people by burning them alive somehow has a say in police reform now. WTF!!! And Lamar, is a just a pussy. Plain and simple. Have y’all seen him get the vaccine? He posted a video of himself squirming over a needle. That softie probably gets choked out by Tamisha 😂
What a damn shame. Antioch PD is an elite PD getting run down to the ground by criminals.
