In the case of a catastrophic incident or declaration of emergency and the City Council is unavailable, each council member has chosen three people to replace them as “Standby” Council members.
According to Staff, should a council member become unavailable due to being killed, missing or having an incapacitation injury, they have three backups who would step into their seat.

- Mayor Pro Tem Ogorchock: 1) Allen Payton; 2); William Chapman; 3) Manny Solis, Jr
- Council Member Rocha: 1) Louie Rocha Jr.; 2) Jessica Fernandez; 3) Ken Gray
- Council Member Tiscareno: 1) Diane Gibson-Gray; 2) Argentina Luevano; 3) Greg Feere
- Council Member Wilson: 1) Don Freitas; 2) Lamar Thorpe; 3) Patrice Guillory
Antioch resident Fred Hoskins did not agree with such a policy.
“I do not think that the State demands anything like this, I think it is a guideline. I looked through this and I do not have anything against these people, but it’s up to the individual council member to set the structure from number 1, number 2, or number 3, if you die, I do not think so,” stated Hoskins. “We have had the circumstance of catastrophic circumstances, we have found a process and it has worked very well. I do not know these people, if they are interviewed or I don’t know what is going on, but I do not like this being instituted in our city. I think our process as they exist today are significant and sufficient and I do not think the state is going to step in an fine us for anything, so please do not adopt this.”
According to the City Attorney, this is a process allowed under State Law. The thought would be if there was a massive Earthquake and they were not unable to get a majority of the council because a majority of the council perished in the earthquake, at that unique situation under a Declaration of Emergency, there is a provision to allow the functioning of government so normal processes could get in place.
She noted this process is not used if a council member dies because of an illness, vacates because they move from the boundaries of city or take another office.
Council approved the item 5-0 after being pulled within the Consent Calendar.

Sorry Fred. The city has been doing this as long as I can remember and I am as old as you are. And yes, I do believe you know many of these people listed.
If this has never been used, why even do it? So we know who likes who more? Stupid!
Disgusting. Besides Ogorchock’s backup, it’s the incompetent backed by the incompetent.
This is why Antioch is in the S-hole.
