{"id":7912,"date":"2013-03-05T10:40:11","date_gmt":"2013-03-05T18:40:11","guid":{"rendered":"https:\/\/eastcountytoday.net\/?p=7912"},"modified":"2013-03-05T10:40:11","modified_gmt":"2013-03-05T18:40:11","slug":"montgomery-wont-answer-questions-regarding-facilitator","status":"publish","type":"post","link":"https:\/\/eastcountytoday.net\/montgomery-wont-answer-questions-regarding-facilitator\/","title":{"rendered":"Montgomery Won&#8217;t Answer Questions Regarding Facilitator"},"content":{"rendered":"<p><a href=\"https:\/\/eastcountytoday.net\/wp-content\/uploads\/2013\/03\/Bryan-Montgomery.jpg\" data-rel=\"penci-gallery-image-content\" ><img decoding=\"async\" class=\"alignnone size-full wp-image-7914\" alt=\"Bryan Montgomery\" src=\"https:\/\/eastcountytoday.net\/wp-content\/uploads\/2013\/03\/Bryan-Montgomery.jpg\" width=\"192\" height=\"209\" \/><\/a><\/p>\n<p>As a follow up to today\u2019s Special Meeting \u00a0of the Oakley City Council which is being classified as a \u201cTeam Building\u201d exercise, I asked City Manager Bryan Montgomery a few questions which went ignored and instead received rhetoric.<\/p>\n<p>Here is a copy of what I wrote to Bryan Montgomery at 7:15 AM:<\/p>\n<blockquote><p>Bryan,<\/p>\n<p>I saw on a post from Facebook from Diane Burgis that the City has hired a &#8220;facilitator&#8221; who met with the city staff and the council yesterday&#8230;.<\/p>\n<ul>\n<li>Who is the facilitator?<\/li>\n<li>How was this facilitator chosen?<\/li>\n<li>Where is the facilitator from?<\/li>\n<li>What is the overall cost of the facilitator?<\/li>\n<li>Why did you feel the need to hire a facilitator?<\/li>\n<\/ul>\n<\/blockquote>\n<p>At 9:15, Mr. Montgomery responded with the following:<\/p>\n<blockquote><p>Mike: You don\u2019t think, like any other organization, that the City Council and Staff should take time periodically for team-building\/facilitation?\u00a0 Google \u201cbenefits of team building for organizations\u201d or something similar.\u00a0 Attached is a good summary of how team facilitation discussions can specifically work with a city council.<\/p>\n<p>The best format for these is in a U shaped table set up and with an outside facilitator.<\/p>\n<p>Bryan H. Montgomery<\/p><\/blockquote>\n<p>Here is a copy of the 11-page document Montgomery included in the email. <a href=\"https:\/\/eastcountytoday.net\/wp-content\/uploads\/2013\/03\/citycouncilteambldg-1.doc\">citycouncilteambldg (1). <\/a>For the record, maybe this 11-page document should have been included with the agenda as part of a non-existent staff report.<\/p>\n<p>I sent him a follow up email asking him again to answer the questions, his response was \u201c<strong>In Dept Dir portion of day now\u201d<\/strong> which means he won\u2019t be responding.<\/p>\n<p>As you an see, the original questions were straight forward and not tying to &#8220;trick&#8221; him or anything. Unfortunately, he decided to respond with rhetoric than directly answer simple questions.\u00a0 Is it too much to ask who the facilitator is or how much\u00a0 the city is spending on a &#8220;facilitator&#8221;?<\/p>\n<p>Oakley has a right to know.<\/p>\n<p>Here is what <strong>Councilwoman Burgis<\/strong> put out yesterday afternoon where she should get kudos for trying to educate the public on this meeting&#8211;which is more than I can say for City Staff or the City Manager.<\/p>\n<p><a href=\"https:\/\/eastcountytoday.net\/wp-content\/uploads\/2013\/03\/burgisTeamBuilding.jpg\" data-rel=\"penci-gallery-image-content\" ><img decoding=\"async\" class=\"alignnone size-medium wp-image-7915\" alt=\"burgisTeamBuilding\" src=\"https:\/\/eastcountytoday.net\/wp-content\/uploads\/2013\/03\/burgisTeamBuilding-300x126.jpg\" width=\"300\" height=\"126\" srcset=\"https:\/\/eastcountytoday.net\/wp-content\/uploads\/2013\/03\/burgisTeamBuilding-300x126.jpg 300w, https:\/\/eastcountytoday.net\/wp-content\/uploads\/2013\/03\/burgisTeamBuilding.jpg 464w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>Thinking about the post some more,\u00a0 I have to question how they can send out an Agenda last Thursday, but a facilitator met with City Staff and Council on a Monday to determine what to talk about the next day?<\/p>\n<p>That has Brown Act written all over it as Agenda Item 3 is so vague by stating\u00a0<strong> &#8220;City Council \u2013 City Staff Team Facilitation Discussion&#8221;.<\/strong> Meaning Item 3 would not be determined until yesterday at the earliest after meetings had occurred with appropriate staff and council.<\/p>\n<p>I stand by yesterdays post that this meeting needs to be postponed as this does now does not pass the &#8220;smell test&#8221;.\u00a0 I would again encourage the council to do the right thing and cancel this meeting until staff can provide the public with an appropriate agenda with a staff report about the meeting.<\/p>\n<p>While we may disagree with the City Council on certain issues, no council deserves the situation a city staff is currently putting them in.\u00a0 One of them need to lead and cancel this meeting!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As a follow up to today\u2019s Special Meeting \u00a0of the Oakley City Council which is&hellip;<\/p>\n","protected":false},"author":2,"featured_media":7914,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":[],"categories":[3],"tags":[784,78,785,15,16,53],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v20.2.1 -
