Antioch Set to Hire Firm for “Unhoused Resident Coordinator” Position

On Tuesday, the Antioch City Council is set to vote on hiring firm to provide its “Unhoused Resident” Coordinator services.

Focus Strategies, out of Walnut CA, was selected at a cost not to exceed $73,000 after the city put out a Request for Proposal (RFP) at a cost not to exceed $100,000. Megan H. Kurteff-Schatz, President, said the company has staff located from Seattle to San Diego with the company address being Walnut, but she lives in Sacramento and reported her location as the official company address on the RFP response.

The RFP was put out to bid after Mayor Pro Tem Joy Motts and Councilmember Lamar Thorpe held a series of Homeless Encampment Ad-Hoc Committee Meetings. The goal was to seek out information from local stakeholders in order to provide a series of recommendations to the full council on both short-term and long-term solutions to address homelessness in the city.

One of the recommendations after council discussion was creating an unhoused resident coordinator position to provide expertise on items such as RV/Trailer parking locations, temporary housing solutions, mid-to-long-term housing solutions and finding ways to increase services to the area.

Focus Strategies will assist the City of Antioch to identity and help the City implement strategies that provide immediate and long-term solutions to those experiencing homelessness.  The contract is set to end by July 28, 2020.

According to the firm, who was founded in 2006, they have clients across the State of California and United States, local clients include: City and County of San Francisco, City of Berkley, Sacramento County, and San Mateo County. A full list can be found on their website.

The firm said in their proposal they plan to help the City of Antioch plan and implement a strategic response to homelessness will involve equipping local leadership and staff with strategies at the city-level responses, while also coordinating with and leveraging regional homelessness response efforts to maximize efficiency and impact.

In November, the City approved spending on a variety of items to assist reduce the impact on local residents. The spending included:

  • $5k – Dumpster & Sharps Containers
  • $5k – Portable Toilets
  • $10k – Portable Shower Units
  • $20k – Laundry Services
  • $10k – Miscellaneous
  • $10k – Motel Services
  • $35k – Safe Parking Lots
  • $45k – Warming Centers
  • $10k – Miscellaneous

In total, the city of Antioch has allocated $517k towards its homeless services account, plus another $100k on the unhoused resident coordinator position for a total of $617k.

The beginning of come one come all. Free stuff. Seriously, housing the homeless in existing military housing that is vacant and not used anymore would be much more appropriate than starting a new drain on taxpayers wallets. Government has the housing already. They want to demo exist military housing to build more expensive housing for political purposes and gain.
Where are the squatting mothers for free housing? We need them in our county.

Ever hear of the former Naval base in CONCORN? The one you pass as your drive east or west on highway 4? There’s also the old FORT ORD faciity … CAMP ROBERTS … and a few in COLORADO.

Why a isn’t the city waiting on Newsom? He’s planning on spending a ton of tax payer money of the homeless. The council must know this but would rather start a new department instead. WISE UP.

I hope a large part of that $73K is shared with the states which sent their homeless to California. We should no have to foot the entire bill for them. I think it would be much more prudent to return them to where they were sent from.

Amen! We are already paying too many taxes to have any more money wasted on these walking dead drug addicts. We could have all chose to go down their road. I feel sorry for the homeowners that have to put up with this that pay their property taxes and are stuck with this useless do nothing City Council. Nothing ever materializes.

I’m sure the City Council paid another $100K for it like their useless generic logo redesign to attract business to lawless Antioch where your store front will be immediately destroyed before you can even open your business. Think that might be why businesses won’t come to Antioch? Yup! No stupid logo is going to a make business come to Antioch. Without cleaning up Antioch, decent police support and ENFORCEMENT; nothing good will happen. These same psycho creeps are riding BART all day too.

to give the city advice that can be gleaned from the websites of cities and counties that have EXPERIENCE with the homeless and potential solutions. Use Antioch city employee to do research. Have the City Council put the info together. Is my council THAT busy. Surely there is an administrative assistant somewhere…

And how’s that working out for them in SF? The root of the problem needs to be addressed and that never happens. This is a drug problem not a housing problem. State should be providing services and requiring people participate in rehab, therapy, Job training and employment in order to receive services.

My son works by Aquatic Park in Berkeley. Anyone who has travelled down University Ave close to the Freeway knows that this is where nearly a thousand homeless have claimed their tents and bush caves. This is where the city of Berkeley has announced they are making it an exclusive territory for the homeless to live in order for the city to better care for them. My son says the employer is going to relocate to Marin County to avoid the damage this will do to his business. Most of this area in Berkeley is light industrial with hundreds of businesses. Since Focus Strategies claim to be helping Berkeley with their homeless can one conclude this is the solution they recommended?
