Two Arrested in Antioch JC Penny Burglary Attempt

On August 15, 2013 at approximately 4:58 am, Officers were dispatched to the 911 call of subjects trying to pry open the emergency exit doors of JC Penny in Antioch. Upon arrival Officers located a vehicle, with several occupants, leaving the parking lot at a high rate of speed towards Lone Tree Way.

Officers attempted to conduct a traffic stop on the vehicle but it failed to yield and entered the HWY 4 Bypass towards Pittsburg. Officers pursued the vehicle and the vehicle later crashed on the HWY 4 Bypass west of Laurel Road.

Romell Davis, 24, and Devontae Rutherford, 18, both Oakland residents, were taken into custody after a short foot pursuit. A third subject was involved and evaded capture and was not located. The investigation is ongoing.

Hey I have a question was the freak molesting Jacee Dugar on section 8….no he wasn’t so get your facts straight and honestly a lot of the section 8 family moved up to this area was CHEAPER than where they were from this land is for everyone

Using the word “robbery” to describe a burglary is a very common mistake. Buildings cannot be robbed, only people can. Please correct your story.

These thugs are getting more and more brazen… they have no fear anymore! What has happened to the world we live in? It is not just in this area, these things are going on everywhere.. I am so shocked everytime I read or watch the news…

No one should be surprised people from Oakland are doing crimes here any more than Oakland people should be shocked people from Antioch do crimes there. Cars from Oakland and Richmond find their way on to our street and are dumped as stolen. How do you suppose that happens. Criminal scum are the same everywhere.

Its easier to steal a car and leave it dumped on the side of the road once you get where you were going than buy one, register it, pay the insurance, fix it when needed and pay for the gas.

I saw a man back his car up to the cement trench plates on Laurel Road near Lowes and dump trash onto the street, like he was at the dump. The male knew drivers by were seeing this and he couldn’t have cared less. He had an “Oaktown” sticker on his side window. Why are they coming here to ruin things? Don’t they say they want out of the ghetto life? but they don’t change the behavior. It’s so disgusting and it sets the tone for hatred. It’s boiling up everywhere. What a horrible mistake Antioch made.

Trina, did you take his license plate number down and/or call the authorities? People need to get involved to get rid of the trash who rape, rob, and pillage the community.

Unfortunately there were no plates visible and he was finishing up. Although APD is quick to respond, a passerby earlier would’ve been able to summons them sooner.. I agree that we all need to be involved, and I have numerous times. Trust me things happen quite frequently in Antioch these days.

Trina, if they are not able to be caught, at least you can call our garbage company and tell them where the garbage was dumped and they will pick it up within 24 to 48 hours. The number is on your bill. I do it a lot and it really works. It’s really the only way to keep things under control… just to stay proactive.

Remember Antioch isn’t responsible for much of this the Federal government is. However, in the last 5 nearly 6 years the city council of Antioch IS responsible for this. It is their do nothing/we don’t have the money mind set that has made the mess so much worse.
