The Pet Rescue and Adoption Act Passes the State Assembly

(SACRAMENTO) – On Tuesday, Assembly Bill (AB) 485 by Assemblymember Patrick O’Donnell (D – Long Beach) and Assemblymember Matt Dababneh (D-Encino) passed the State Assembly 55-11.  AB 485 requires all dogs, cats, and rabbits offered for retail sale in California pet stores to be obtained by an animal shelter or non-profit rescue organization.

“Today is a good day for pets in California.  With the passage of AB 485, we are one step closer to ensuring that dogs, cats and rabbits in shelters are able to find forever homes,” said Assemblymember O’Donnell.
“The bill will put an end to inhumane puppy and kitten mills responsible for unhealthy animals and animal overpopulation.”

Assemblymember Matt Dababneh stated, “I appreciate that AB 485 received strong, bipartisan support on the Assembly Floor today,” stated Assemblymember Dababneh. “This bill will build upon the efforts of the 33 cities and counties throughout California that have already banned the sale of animals at pet stores. By taking a more comprehensive approach to this issue, we can help end the cruel, inhuman treatment of animals at puppy mills.”

The bill’s sponsor, Social Compassion In Legislation (SCIL), is a leading nonprofit organization focused on the welfare, protection, and rights of animals. SCIL was instrumental in the successful passage of a similar ordinance in the City of Los Angeles in 2012.

“Public sentiment is with the protection of the animals on AB 485.  We are elated with the response from the state legislature with their robust support.  We heard many personal stories from members and their staff on their own personal experiences with sick animals purchased from pet stores, and their heartwarming stories of fostering, and rescuing pets in need,” said Judie Mancuso, Founder of SCIL.

AB 485 now moves on to the Senate.
