Richmond: Task Force Announces Gang Bust, Outstanding Suspect

Richmond Police, along with the Contra Costa County FBI Safe Streets Task Force wrapped up an 18-month long investigation into a local gang that netted several suspects responsible for murders, attempted murders, armed robberies, carjackings, home invasion robberies and home burglaries that reached deep into suburban cities and terrorized the communities.

All 7 alleged suspects in custody and all with $24 million bail

The Swerve Team, a validated gang from North Richmond became the focus of the investigation due to an increase of violence and shootings that pointed to them as the culprits. What was different about this gang was their brazen attitude and their disrespect for the law and common human decency.

During the course of this investigation, investigators from the Contra Costa FBI Safe Streets Task Force and Richmond PD learned that their crime spree occurred in two counties and in the cities of Richmond, San Pablo, Pinole, Rodeo, Berkeley, Antioch, Pittsburg, Brentwood, Danville, Orinda, Livermore and Fremont. At the conclusion of the investigation, 8 suspects were charged for the following:

  • Murder of 26 yr. old Melvin James – August 6, 2016 in Richmond
  • Murder of 30 yr. old Maxim Biswas – August 31, 2016 in Richmond
  • Murder of 18 yr. old Otilio “Nico” Martinez – September 19, 2016 in Richmond
  • 14 Attempted Murders from Feb. 2016 – Sept. 2016 in the cities of Richmond, Antioch, San Pablo, Orinda and Pinole
  • 2 Carjackings in Danville and Rodeo
  • 1 Home-Invasion Robbery in Fremont
  • 6 Armed Robberies in the cities of Danville, Orinda, Rodeo, Antioch, Brentwood, Pittsburg and Pinole
  • 4 Home Burglaries in Richmond, Fremont and Livermore

The following are timelines of their violent path of crime during the investigation:

  • Feb 11, 2016 – Attempted Murder Hilltop Mall (2 victims) – Richmond
  • March 23, 2016 – Attempted Murder – Antioch
  • April 23, 2016 – Traffic Stop in Benicia – yielded a pistol involved in Attempted Murder in Antioch (3/23/16)
  • May 15, 2016 – Attempted Murder – Richmond
  • July 19, 2016 – Attempted Murder – Richmond
  • July 31, 2016 – Stolen rental car – Berkeley
  • Aug 5, 2016 – Attempted Murder – used stolen car from 7/31 – Richmond
  • Aug 6, 2016 – Murder 9th / Lincoln Ave (Melvin James 26 yrs) – Richmond
  • Aug 6, 2016 – Attempted Murder – used same stolen car and gun – San Pablo
  • Aug 12, 2016 – Armed Robbery of person – Rodeo
  • Aug 25, 2016 – Armed Robbery of person – Antioch
  • Aug 26, 2016 – Attempted Murder 15 yr. old girl at convenience store – Richmond
  • Aug 28, 2016 – Home Invasion Robbery – Fremont
  • Aug 28, 2016 – Attempted Murder – Richmond
  • Aug 31, 2016 – Murder Marina Wy/Wright (Maxim Biswas 30 yrs) – Richmond
    • Attempted Murder 2 victims, same incident – Richmond
  • Aug 31, 2016 – Attempted Murder – San Pablo
  • Sept. 19, 2016 – Murder 5100 block of Bayview Ave. (Otilio“Nico” Martinez 18 yrs) – Richmond
  • Sept. 26, 2016 – Attempted Murder/Armed Robbery – Orinda
  • Sept. 26, 2016 – Carjacking and Robbery – Rodeo
  • Sept. 27, 2016 – Attempted Robbery/Attempted Murder – Pinole
  • Sept. 28, 2016 – Armed Robbery of person – Brentwood
  • Sept. 28, 2016 – Armed Robbery of person – Pittsburg
  • Sept. 28, 2016 – Carjacking and Armed Robbery – Danville
  • Sept. 29, 2016 – Home Burglary – Livermore
  • Sept. 29, 2016 – Home Burglary – Livermore

The following are the alleged suspects who are in custody, charged for the crimes with a bail of $24 million each:

  • Tarell Brown – 20 yrs. old
  • Ronald Fluker III – 20 yrs. old
  • Bobby Williams – 21 yrs. old
  • Marrico Williams – 20 yrs. old
  • Tommie Woods – 20 yrs. old
  • Torion Young – 19 yrs. old
  • Jermaine Hicks – 25 yrs. old

Investigators are still looking for 22 yrs. old Cardell Waters who also has a $24 million arrest warrant.

This is another great example of collaboration between several different disciplines from the Federal, State and local levels.

Despite the jurisdictional differences, each of the involved law enforcement agencies are working toward a common goal of crime reduction, crime prevention and intervention to keep our communities safe.
