The City of Oakley is currently reviewing a 14-acre project proposal that would include a mosque, event hall, shelter, and a 200-unit senior housing building.
According to Joshua McMurray, Planning Manager, the project was submitted for a Conditional Use Permit (CUP 06-17) on August 15.
“We are currently reviewing the project. I would expect the City Council to hear this project sometime early next year,” said McMurray. The proposed ISCC development is located on Neroly Road at Elm Lane near Oakley Road—the main access will be off Neroly Road.
The project is defined as a 14-acre lot and is planned as a multi-use facility, which will consist of a senior housing facility, a temporary shelter, a full-time private school, an event hall, and a mosque that is to be constructed over several years.
According to Ibn Sina Community Center website, they are currently trying to secure the land for the project –$1.2 million. They have already agreed to purchase for the land for $1.2 million subject to plan approval by the City of Oakley. They currently have an open escrow with a paid deposit of $60,000.
If the city approves the plan, they will pay off the property and begin implementing the first building of the master plan, which is to build a 10,000 SF School building with an estimated budget of $2,300,000.

Phase 1: senior adulating housing facility is planned to be 100,000 square feet and will contain 200 attached units, administrative offices, a meeting room, a kitche, common hall, staff bathrooms, and break rea.
Phase 2: The private school will be 20,000 square feet and will serve PK-12, which includes classrooms, library, science laboratory, computer laboratory, offices, kitchen, cafeteria, bathrooms, staff lounge and a meeting room. The school will open with a 2-room kindergarten in the first year and add 2-classrooms each additional year until 12th grade—full enrollment is estimated at 200 students by year 12 from opening.
Phase 3: The schools indoor gym 8,000 feet will include shower facilities, bathrooms, locker rooms, and teacher offices. While the outdoor facilities will include a playground, a soccer field, and 3-outdoor basketball courts.
Phase 4: The event hall is planned to be 10,000 square feet which includes a multi-purpose room, full-size commercial kitchen, bathrooms, an office, and 2 lounges. The maximum occupancy capacity of the hall will be 300 people. The hall will host weddings, memorial services, community meetings and other events. The events hall will be attached to the proposed worship center.
Phase 5: The mosque is proposed to be 10,000 square feet and will consist of a 2-prayer halls with a first and second story hall, offices, bathrooms, conference room, a kitchen and small cafeteria. Attendance at the hall will peak on Friday afternoons with approximately 400 worshipers—and during the Muslim holy month of Ramadan.
Phase 6: The proposed shelter is planned to be 3,237 square feet and will be designed as a 4-bedroom deteched single family dwelling—to provide temporary shelter to families that have lost their homes due to financial or other hardship. It may also serve as a temporary shelter for battered women in emergency situations.

Oakley is a joke. This will fundamentally change Oakley’s future and population. Not to mention they will not receive a revenue off this site because it is a form of a church and a non profit.

At one time in the history of Oakley this property’s location housed the wealthy families of far East County. I doubt they live here today. However, the Islamic community appears to have taken root at this location. An upper middle class neighborhood with a wish to see their children educated and their elderly cared for under the umbrella of Islamic beliefs. Oakley would only benefit economically by a slight increase in revenues for the local businesses that will be given permission to do business on the property and supplies needed to run the facilities. Everyone driving HWY 4 will see the grand mosque once the phase 4 is complete. Social justice believers should support this project but you should consider wether the Chinese manufacturer’s Oakley hopes to attract will want to live among the Islamic community that will rapidly grow with this project moving forward.

As an American Muslim and a resident of East Contra Costa County, I am appalled by the commenters on this thread. Muslims do reside in East Contra Costa County and many have lived here for years and therefore a place of worship is not that big of a deal. Furthermore, as commenters have mentioned businesses and bars coming into Oakley; that would be awesome, but because the Oakley City Council is so horrible, Oakley does not have any nice restaurants or stores. So much negativity arises when Islam or a mosque is mentioned.
There are numerous mosques in East Contra Costa County already including Antioch, Brentwood, and Pittsburg. Due to the increasing number of Muslims in East Contra Costa County, more places of worship are being constructed.
We are at war with Islam! Mosques serve more than just places of worship. Many are repositories of weapons. Now, more and more Americans are seeing what Islam is all about. I don’t use the word “islamophotic” .. I use the term “IslamoOdius” .. from the Latin word “odium” .. Look what muslims are doing to Europe! This is happening here and it must be stopped!

Thank you for your kind words. We are actually at war with terrorism, not Islam. Not all Muslims are terrorists, but I’m sure you understand that. As far as mosques go, in terrorist controlled areas overseas, they might be used to house weapons, but here in the ECCC, they are used for worship and education.
It is sad what is happening in Europe, but that is not the situation in America. Muslims have been in this country long before you and I ever existed and Muslims will remain in this country.

Hello Ahmad ……. Respectfully, you are incorrect! My ancestors arrived here in the early 1700’s. One of them signed the Declaration of Independence and many fought in the American Revolutionary War. Later, a few intermarried with some members of the Pequot Indian tribe. Those tribes have been on this land for over 10,000 years and my DNA reflects that.
There were no muslims here nor were they part of Columbus’ expeditionary sailors whose names appear in the original logs Columbus kept and which can be viewed at the Maritime Museum in Madrid, Spain.

The plans outlined are huge, thereby changing the face of Oakley forever. The first impression visitors, future homeowners, and potential business people will see is this towering mosque and buildings as symbols of Islam, as this compound will be the first thing seen as you enter Oakley via the freeway. With no real revenue to the city afforded by this center and the negative feelings of the residents, I see no reason it would be approved. Even Walmart was turned away in the not so distant pass due to to the “image” concerns even though they would have been a financial cash cow to the city. I hope the council opens up a dialogue and listens closely to its people.

This will be a tax exempt property they will not pay anything to the community whatsoever. I’m a conservative christian american who embraces freedom of religion, legal immigration along with assimilation.
I must say I have great concern with the Nation of Islam which has nothing to do with islamophobia and xenophobia, words the liberal-left love to promote when expressing their views on this suject.
The word Islam in arabic literally means; “submission”.
My quickened concern lies with the foundational beliefs of sharia law.
A true muslim believes sharia law is above the law of any land as it is divinely ordained by their god allah.
As Muslim communities grow sharia law takes over.
Approximately 3 years ago the city council of Dearborn, Michigan voted 4-3 to become the first city in the United States to officially implement all aspects of sharia law. (National report)
Some of the aspects of sharia law are;
1) Criticizing or denying any part of the quran is punishable by death
2)A muslim who becomes a non-muslim is punishable by death.
3)Girl’s clitoris’s should be cut. (per muhammad’s words in book 41,
Kitab al-adab, hadith 5251).
4) Muslims should engage in “Taqiyya”. An act by which they are told to lie to non-muslims when necessary to advance Islam.
These are just a few points of a long list. It is hard for me to believe Islam is, “a religion of peace”.
Our constitution was established as the governing guide and rule of law for our nation. I cannot, with good conscience, remain silent as the elected officials of our community vote on an issue as critical as this.
I cannot embrace a culture or belief system that says they will follow their law above the law of the land because their law is greater.Immigration without assimilation leads to separation.
My issue is not with a people as I know there are many muslim families who are hard-working and wonderful contributors to our communities. My issue is with a very dangerous ideology which many muslims know that eventually they must follow or face death.
