Hardcastle, Barr Lead in District 3 Supervisor Race Fundraising

Two Republicans running for Contra Costa County Board of Supervisors lead the way in fundraising in the District 3 Race to fill a seat held by Supervisor Mary Piepho for more than a decade.

Oakley Councilman Doug Hardcastle, who was first to enter the race leads all candidates in amount raised with a total of $37,511–$15,500 of that was his own donation and had $5,000 in non-monetary contributions. Just behind him was Brentwood Councilman Steve Barr who was last to enter the race, has raised $28,335 and is second in funds raised. A majority of Barr’s money is coming from Brentwood.

On the Democrat side, Antioch Councilwoman Monica Wilson led Democrats with $25,589 including $5,000 from her City Council fund and had a max out contribution from Assemblyman Jim Frazier. Although Wilson raised the most in monetary contributions, a lot of Wilson’s fundraising came from outside of the District and outside of the county.

East Bay Regional Park District Trustee Diane Burgis (Oakley) raised $18,8557 while Odessa LeFrancois raised $11,885 and Antioch Mayor Wade Harper raised $8,050.

With six candidates in the race, money has been hard to come by for candidates with the anticipation that big money and many endorsements holding off until after the primary determines the final two candidates.

Has raised $28,335 in contributions which includes a $5,000 contribution of his own money. He has an ending balance of $20,911.

Doug Hardcastle didn’t lead anything, he gave his campaign money. Therefore $37,000 – $15,000 = $22,000. Monica Wilson did the same thing with her city council account at $5,000. She really only raised $15,000. Barr as well with $5,000 so he really only raised $23,000.

All the candidates suck at fundraising. This should easily be a $100,000 campaign. I am going to write in Mary Piepho to ensure District 3 has a good supervisor.

I see your logic, but that is not how it shows on the documents. Money raised is money raised. This is going to be a tight raise, every $ counts.

It looks to me like both Steve Barr and Doug Hardcastle are owned by the DEVELOPERS. More housing anyone???

And then there is Monica Wilson and Odessa LeFrancois. who are both owned by LABOR UNIONS.

I don’t hear anything positive about Harper so he is probably out.

Diane Burgis looks like the best candidate at this point in time.

Hardcastle is stupid to put in $15,000 of his own money! He must be hella desperate. S Barr too. I think that needs to be factored into the equation when you are looking at fundraising as a measure of support. Putting in your own money isn’t support, it is self funding. Trump politics!!!

We could have waited until they were posted online, we prefer to think of it as networking. Just as we alerted Mr. Payton to this mornings shooting.

Bottom line, he is a campaign consultant for Doug Hardcastle, he went down to the county to get them ahead of them being posted online. He was kind enough to share his copies. Why wouldn’t he if his candidate he is consulting has raised the most money?

Can someone please clarify why it’s okay for Assemblyman Jim Frazier and Supervisors Mary Piepho and John Gioia being allowed to take money from their own campaign funds and give it away like this? Shouldn’t those who donate to them be pissed?

Also, why is Monica Wilson allowed to pull from her City Council account? Can she now put the money raised for Supervisor back into her City Council account if she loses?

Dont know about the rest (Fraizer or Gioia) but Piepho has declared she is not re-running for her office. (I think she is retiring?) FPPC rules state that public officials have to disburse previous collected campaign funds. Officeholders cannont keep or use them for personal use outside of political campaigns. It all is within the FPPC rules.

Monica Wilson…….that’s another story. If I had donated to Fraizers campaign I would be pissed off.

I question the Wilson move with the money from her council campaign but it is probably ok. She may need it for her run for city council in November though because she will lose this one. I know the donations by Frazer, Piepho and Goia are OK. It is their money to do with what ever is legal.

For those who have no idea what is allowed/not allowed when it comes to campaign funds (money) in California, here is the FPPC document describing it.

It states:
— Contributions to Other Candidates and Committees —
Candidates may make contributions to other candidates and
committees unless prohibited by local rules. Contributions to certain
state committees are subject to limitations.

Thanks for doing this article. I have never really studied campaigns and how they get funded.
It looks like garbage companies and developers are who try to buy our politicians out here.

I will be watching this and studying the candidates more closely.

I think it is disturbing that the editor of the local paper is someone’s campaign manager and that he is the one covering the story.

The 460’s are posted on another site. The only clean candidate is Wade Harper which is pretty sad, The others have used relationships to pander for money. Hardcastle is a fraud along with his consultant Allen Payton. Anyone using a publisher as a campaign consultant is out in my book. Barr is bought by developers and Burgis is all over the map. I have no clue what she stands for. Wilson is bought off by Jim Frazier. Odessa has no shot. Wade has no shot. They all stink. Take the money wherever you can get it is the slogan of this race.

A/F, Contributions are a sign of support. Having support from “all over the map” is a good thing.

Diane Burgis looks like she has got some support from a variety of people including Dems and Reps. It doesn’t get any better than that.

As for Harper, I think you better know that Operating Engineers Local Union No 3 is a Union and Lucia Albers is a landowner/Developer. So what have we learned? Google is an amazing tool and Harper is far from a clean candidate.

I would say he shows that he has the least amount of support and thus as you put it, “has no shot”.
