Grayson Bill to Shut Down Illegal Hash Oil Production Passes Public Safety Committee

(SACRAMENTO) The Assembly Public Safety Committee Tuesday approved a bill by Assemblymember Timothy S. Grayson (D-Concord) which would help shut down labs illegally manufacturing butane honey oil for the black market.

“These underground labs are nothing short of a public safety disaster waiting to happen,” said Assemblymember Grayson. “Criminals are trying to exploit our state’s marijuana laws and are placing the lives of everyone in their community at risk. This bill would make it much more difficult for this product with legitimate household uses to be used in the illegal enterprises.”

Grayson’s legislation, Assembly Bill 3112, will require that canisters of butane over 150 milliliters contain an odorant, which will render the product useless for people who want to use butane canisters for criminally making marijuana honey oil. Butane honey oil is the end product of a chemical process that uses butane to extract THC and other cannabinoids from marijuana leaves and flowers. The process is dangerous because butane can accumulate and explode.

Several recent fires and explosions originating from illegal labs in California have resulted in the deaths of at least 41 people, including three children, between 2011 and 2015. In addition, these odorless toxins can be hard for firefighters to detect and expose public safety personnel to dangerous levels of carcinogens.

AB 3112 is sponsored by the Lighter Association and supported by the California Retailers Association and Rural County Representatives of California.
