Sacramento, CA – AB 435 authored, by Assemblymember Tony Thurmond (D-Richmond), authorizes Contra Costa, Sonoma, Alameda, and Marin counties to develop and implement a child care subsidy pilot. The bill was signed by the Governor today.
“Living in a high cost area has made it difficult for our families to qualify for affordable child care,” said Thurmond. “Childcare subsidy pilots have proven to work in high-cost areas where families are ineligible for subsidized childcare. This bill helps families access child care where the high cost of living is a major barrier.”
According to Contra Costa Counties’ Local Early Education Planning Council, approximately $3.8 million under the Title 5 state subsidized child care contracts were returned to the state for fiscal year 2015-16. This bill increases access to child care for working families by allowing providers to fully utilize allocated dollars going forward.
The Bay Area Council, Bay Area Hispano Institute for Advancement, Brion Economics, Inc., California Child Care Coordinators Association, Cambridge Community Center, Canal Welcome Center, Contra Costa County Board of Supervisors, Ensuring Opportunity Campaign to End Poverty in Contra Costa, and First 5 Association of California were in support of this bill.
Assemblymember Tony Thurmond represents the 15th Assembly District, comprised of the cities of Albany, Berkeley, El Cerrito, El Sobrante, Emeryville, Hercules, Kensington, Piedmont, Pinole, Richmond, San Pablo, Tara Hills, and a portion of Oakland.

Who is paying for all this crap legislation? Can hardly wait for next years batch of new nanny state laws, new tax and fee proposals and new social welfare programs.
I was thinking the same thing. We seem to be subsidizing everything, with only one problem…..where is the money coming from to pay for all this and the diapers. According to these same legislators, we have no money and needed to steong arm this gas/registration tax increase. I also just heard that first year of community college just got subsidized as well. I am all ears Democrats as to where the money for this is going to come from. I assume my middle class butt is going to be paying for it like always.
Highwayman maybe you should actually read the legislation, there is no additional costs in this legislation. It simply allocates the same dollars already allocated/contracted for child development services with a set of reimbursement and eligibility standards that is more in line with the costs of the Bay Area than the medium costs of the whole state.
