Gonzalez Proposes Ending the Diaper Tax on California’s Young Families

SACRAMENTO – After lawmakers were sworn in for the 2019-2020 legislative session Monday, Assemblywoman Lorena Gonzalez (D-San Diego) re-introduced legislation to exempt diapers intended for children 2 years old or younger from the state sales tax. The measure would save families approximately $100 per child every year – the average cost of buying a month’s worth of diapers.

“For families already struggling to keep up with the cost of living in California, the tax on diapers is an unreasonable burden,” Assemblywoman Gonzalez said. Depending on the family’s location, the monthly budget for diapers can range anywhere from $72 to $100 per child or more, according to a recent study. For low-income Californians, this cost can be a barrier between parents and the gainful employment needed to stave off reliance on public assistance.

“Every baby needs diapers. The fact that we tax diapers is unfair and it’s a burdensome tax that hurts working class and middle class families. California can do better,” Gonzalez said.

Everything possible should be done to discourage the use of disposable diapers which are an environmental disaster. Cloth diapers did fine for thousands of years and did fine for me. I will say though that diaper services that pick up soiled diapers and bring clean ones are practically unknown today.

And another burden on businesses to administer this bill. They will have to check if the babies are 2 yrs or older, and assess the tax accordingly. This is a stupid bill because it is impractical.
