Brentwood Recommending Not to Increase Speed Limits As Number of Accidents Increase

The Brentwood City Council will likely adopt a Resolution on Tuesday approving speed limits for various streets within the City of Brentwood.

The City of Brentwood is required to do this every 7-years in order to enforce the speed limit by the use of radar.  The speed survey was performed on 25-streets in Brentwood and at this time, the City Engineer has accepted the recommendations of the survey and the new proposed speed limits are the same as currently posted.  The fiscal impact is that since the speeds will remain the same, the City does not have to spend funds on new signs.

As part of the 54-page document within the Agenda Packet (located within the Consent Calendar), we have pulled the accident reports on each of the 25 streets to highlight the number of accidents in certain locations.

Overall, here is a look of total accidents over a three-year period on these 25-road:

  • 2011 – 62 total accidents
  • 2012 – 63 total accidents
  • 2013 – 78 total accidents

A couple of the problem areas in terms of posted speed limits versus drivers (85%) going more than 5mph over the posted speed limit.

  • Dainty Avenue, Walnut Blvd to Central, the posted speed is 30mph, however, 85th% shows the vehicles going 37mph.
  • East Country Club Drive – Balfour Road to West County Club, the posted speed is 25mph, however, 85th% is shown going 32 mph (westbound and 29 mph going eastbound.
  • Fairview Avenue – Balfour Road to John Muir Parkway, the posted speed is 25mph, however, 85% is showing going 40 mph.
  • Foothill Drive – Balfour Road to end, the posted speed is 25mph, however, 85% is showing going 31mph (westbound) and 32mph (eastbound)
  • McClarren Road – Walnut Boulevard to Griffith Lane has a posted speed of 25mph, however, 85% is showing going 31mph (westbound) and 32mph (eastbound)
  • Minnesota Avenue– Grant Street to Sand Creek Road has a posted speed of 30 mph, however, 85% is showing going 35mph (westbound).
  • Minnesota Avenue – Central Boulevard to Balfour Road has a posted speed of 30 mph, however, 85% is showing going 40 mph (eastbound).
  • O’Hara Avenue – Sand Creek Road to Central Boulevard has a posted speed of 35 mph, however, 85% is showing going 40 mph (westbound), and 39 mph (eastbound)
  • Sellers Avenue – south city limit to Chestnut Street has a posted speed limit of 40 mph, however, 85% is showing going 46 mph (eastbound)
  • West Country Club Drive – Balfour Road to East Country Club Drive has a posted speed limit of 25 mph, however, 85% is showing going 32 mph both westbound and eastbound directions.

BACKGROUND

The California Vehicle Code § 22354, 22355, 22357, 22358 and 40802 requires local agencies to perform engineering and traffic surveys every seven years in order to enforce the speed limit by the use of radar.

Whenever the local agency builds new roadways, the agency may, by resolution, determine and declare the speed limit found most appropriate with an engineering speed survey. This is also true following completion of substantial improvements to a roadway or when previous surveys have expired. To provide proper circulation and improve safety for the public, staff performed engineering and traffic surveys for various streets within the City.

To continue the enforcement of the speed limits by the use of radar, these surveys were conducted as the existing surveys are close to expiring.

The Traffic Engineer has determined the recommended miles per hour (“mph”) speed limits for the following sections of roadway to be:

  • Balfour Road from Sellers Avenue to Brentwood Boulevard: 35 mph
  • Balfour Road from Brentwood Boulevard to Minnesota Avenue: 40 mph
  • Balfour Road from Minnesota Avenue to State Route 4: 45 mph
  • Balfour Road from State Route 4 to west city limit: 45 mph
  • Central Boulevard from Brentwood Boulevard to O’Hara Avenue: 25 mph
  • Central Boulevard from Dainty Avenue to Griffith Lane: 35 mph
  • Central Boulevard from Dainty Avenue to Fairview Avenue: 35 mph
  • Dainty Avenue from Walnut Boulevard to Central Boulevard: 30 mph
  • East Country Club Drive from Balfour Road to West Country Club Drive: 25 mph
  • Fairview Avenue from Lone Tree Way to Sand Creek Road: 35 mph
  • Fairview Avenue from Sand Creek Road to Balfour Road: 45 mph

What they should consider is lowering the limit, increasing fines, and consider capital punishment for offenders. People rip through town like it’s the Brentwood Grand Prix.

Lowering it? No! I get stuck on Balfour every day with people scared to go over 30. Which then creates unsafe driving conditions as we all try to pass. Ticket excessive speeders AND people driving over 10 UNDER the speed limit on a clear day.
Also I live off of Foothill. People race down my street like its on fire. There used to be a police car parked on my street and one morning handed out 15 tickets that I counted. I thanked him. Wish they would do that again

Don’t use Balfour then. The fact is, it is a suburban road with a large number of kids going to Heritage or Adams daily. If you really do get stuck (which I doubt, because I drive that road minimum of 6 times each day), then so be it. It should be 40 from Sellers to Deer Valley. What does A.C. stand for anyway? A$$ Clown?
