Brentwood City Council Continues Mayor’s Bonus Pay Through 2020

On Tuesday, the Brentwood City Council voted 4-0 in favor of continuing to pay Mayor Bob Taylor an additional $500 a month on top of his $939.26 salary through 2020.

Taylor will now make $1,439.26 per month — $17,281 annual — as part of the City Council while councilmembers make $939.26. The council first agreed to the stipend in October of 2014.

The move will cost $6,000 per year.

When compared to the City of Concord, which has a population of more than 130,000, it pays its $1,300 a month– or $15,600 a year. In Antioch, which has a population of 113,000, the Mayor makes $1,389 per month– or $16,668. In Oakley, with a population of 40,000, the mayor makes $435 a month — or $5,220.

The city of Brentwood’s mayor is directly elected by the voters, like Antioch and Concord, which is unlike many cities, which have a mayor that is elected by other members of the city council, like Oakley and Pittsburg.

On Tuesday, Vice Mayor Joel Bryant pulled the item so he could clear up what exactly the ordinance was–which is an approval of a previously approved ordinance.

“I want to make it clear the mayor is not getting any additional compensation beyond what he current gets. It’s the wording of this ordinance originally that we have already voted on and explained at nauseam,” said Bryant. “I just want to make sure that everyone was aware that this is not a pay raise for him this time, it’s simply a continuation of pay that the council agreed to consider if he maintained his place in office and continued to do the same above and beyond duties on a county and district level beyond what is expected of a council person.”

According to the Staff Report, the additional duties performed by the Mayor include the following:

  • Participating in multiple County, regional and state-wide organizations on behalf of the City, including but not limited to Mayors Conference, ABAG, California Association of Councils of Government, Contra Costa County Transportation Authority, Contra Costa County Airport Land Use Commission, Contra Costa County Elections Advisory Panel, East Contra Costa Water Manager Association, East Bay Economic Development Alliance and League of California Cities.

According to a document provided by City Clerk Margaret Wimberly, these were Mayor Taylor’s 2016 committee assignments:

Standing Committees

  • Land Use & Development – Alternate

  • Economic Development Initiatives (Ad-hoc)
  • Great Wolf Resorts
  • Post Redevelopment Agency/Successor Agency
  • The Vineyards

County/Region/Other

  • Association of Bay Area Governments (ABAG)
  • California Association of Councils of Government
  • Brentwood Neighborhood Committee Liaison – Alternate
  • Contra Costa County Airport Land Use Committee
  • Contra Costa County Elections
  • Contra Costa Transportation ($100 per meeting Max of $400 per mo)
  • East Contra Costa Water Management Association
  • Delta Six
  • East Bay Economic Development Alliance
  • League of California Cities (East Bay Division)
  • Transportation Related Matters (Transplan, BART, State Route 4 Bypass Authority & East Contra Costa Regional Fee and Financing Authority (ECCRFFA).

When compared to Antioch Mayor Sean Wright, he will serve on 9-committees. In Oakley, Mayor Sue Higgins will serve on 8-committees.

This is complete BS!

Mayor Bob who speaks of himself in a very dysfunctional “3rd person” attends events because HE wants to feel empowered. In reality he is a bumbling individual who makes the citizens of Brentwood look like a bunch of hayseeds. Bob has a habit of inserting himself into political situations which reflect poorly on the city. He just is not a very smart guy-as any journalist that has ever spoken to him. Nice person, maybe, but not the sharpest tool in the shed. Earlier city councils were preparing to go after him but the current council has no leadership which also feeds the problem.

This boils down to a lame city council empowering an inept mayor with taxpayer money. It’s a damn shame.

This is very dangerous precedent for Brentwood because they are making it about Bob Taylor and not the position of Mayor. It’s only for him and the next mayor, who may do the same amount of work will not get this stipend. It’s criminal if you ask me.

Either make it a $500 a month stipend for all future mayors or don’t give it at all.

You folks keep electing him as Mayor so it is hard to say too much.

How about the other allowances the councils get? Do they still get car and phone allowance? Meals on council nights?
