Updated: Wrong-Way Driver in Stolen Vehicle Shuts Down Highway 4 After Head-on-Crash

At 8:07 pm Saturday, a head-on vehicle crash injured 10-people with two patients being airlifted by medical helicopter to local hospitals.

The crash, which occurred on west bound State Route 4 between Sand Creek Road and Lone Tree Way required a Tier 1 MCI (Multi-Casualty Incident Plan) to be declared and a total of 11-firefighers to the scene including the California Highway Patrol, Oakley Police, AMR, CALSTAR and REACH.

The incident shut down State Route 4 in both directions.

Battalion Chief 5 was first on scene to locate the crash which had major damage. A minivan was in the center of the road and a second vehicle was overturned on the side of the highway slightly down the embankment.

Extrication of the patient in the gold sedan was required and was performed by Engine 52 (Brentwood) while Engine 88 (Antioch) triaged all patients in the minivan.

It was determined that two patients had to be transported to the hospital via medical helicopter including a minor to Children’s Hospital in Oakland with another patient to Eden Hospital in Castro Valley.

In total, 7 adults were injured and 2-children with one non-injury.

By 8:55 pm, the second medical helicopter lifted with a patient transported to Eden Medical Center. By 9:10pm, BC5 reported they were breaking down incident command with all units becoming available.

By 9:52 pm, all lanes of traffic were re-opened.

WRONG WAY STOLEN VEHICLE CRASH ON HWY4 IN BRENTWOOD SENDS MULTIPLE PEOPLE TO HOSPITAL

Last night, 07-15-17 at about 8:07pm, Contra Costa CHP was advised of a head-on collision at HWY4 at Sand Creek Road in Brentwood, with the report of injuries.

Upon CHP arrival, multiple parties suffered major injuries and it was determined that one of the vehicles involved was a reported stolen vehicle out of Concord from the same day, a 1994 gold Honda Accord – License#7RAE887 – and that the gold Honda was traveling wrong way on HWY4. Two parties had to be air-lifted to trauma centers.

A 2015 Honda Odyssey van with seven occupants was traveling westbound on HWY4, just west of Sand Creek Road. The stolen gold Honda Accord entered the westbound lanes of HWY4, traveling wrong way-eastbound in the westbound lanes-from Lone Tree Way. The suspect vehicle was reported at a high rate of speed and passing multiple vehicles in the wrong way direction until ultimately colliding head-on with the Honda Odyssey. HWY4 was briefly shut down for the investigation.

Injured people from the 2015 Honda Odyssey are listed as follows:

    • 30yr old Asian male adult, out of San Francisco, sustained moderate injuries.
  • Passengers:
    • a 34yr old Asian female adult, out of San Francisco, sustained minor injuries.
    • A female baby, 1yr old-out of San Francisco, just for precaution.
    • A 61yr old Asian Adult female, out of San Francisco, sustained major injuries but is in stable condition.
    • A 2yr old Asian Female baby, out of San Francisco, sustained minor injuries.
    • A 72yr old Asian Adult female, out of San Francisco, sustained minor injures.
    • A 10yr old Asian female juvenile, out of San Francisco, sustained minor injuries.

All injured parties from the minivan were taken to John Muir Hospital in Walnut Creek.

The suspect vehicle’s passenger, a 22yr old white male adult, out of Oakley, was transported to Eden hospital in Dublin with major injuries but is in stable condition.

The suspect driver, 24yr old RAFAEL DUARTE (DOB-11-16-92), out of Oakley, was transported to John Muir Walnut Creek for minor injuries.

Upon his release from the hospital, Duarte was arrested and booked into the Martinez Detention Facility for the following charges; Felony DUI, possession and driving of a stolen vehicle, unlicensed drivers license, no vehicle insurance, and driving wrong way on the highway causing injury.

The person who was driving the wrong way on the freeway must have gotten on from an offramp! Can’t the traffic people install a device which could prevent this from happening by mounting a device which would allow people to exit the offramp, while keeping someone from getting on that way by shredding their tires? I know what this device looks like but I don’t know what it’s called.
