The Contra Costa County Board of Supervisors is seeking individuals to serve on the East Contra Costa Fire Protection District’s (ECCFPD) Board of Directors.
The Board of Directors is composed of nine members:
- 4 appointed by City of Brentwoosd
- 3 appointed by City of Oakley
- 2 appointed by Contra Costa County Board of Supervisors
Each Director appointed by the County Board of Supervisors must be a resident of the East Contra Costa Fire Protection District.
The two seats that are up for appointment are from the unincorporated areas and currently are held by sitting members Cheryl Morgan (Marsh Creek Territory) and Bob Kenny (Bethel Island).
The ECCFPD covers over 250 square miles and over 100 miles of waterway. The District comprises two incorporated cities (Brentwood and Oakley) and five distinct unincorporated communities (Bethel Island, Byron, Discovery Bay, Knightsen, and Morgan Territory/Marsh Creek Corridor). The ECCFPD is responsible for providing first responder and emergency medical services as needed. The Board of Directors serves as the governing body of the ECCFPD and, among other things, is responsible for establishing an annual budget and making decisions impacting district operations.
The Board of Supervisors is seeking to fill two vacancies for a term commencing February 5, 2018. The ECCFPD intends to conduct an election on November 6, 2018, to determine the successors.

Applications should be returned to the Clerk of the Board of Supervisors, Room 106, County Administration Building, 651 Pine Street, Martinez, CA 94553 no later than Tuesday, December 5, 2017 by 5 p.m. Applicants should plan to be available for public interviews in Martinez on Monday, December 11, 2017.

PLANNED ELECTION, (At Large Election)I hope the Board is aware of Shenkman and Hugh’s Law firm working in Martinez to cause District elections vs at large do to lack of diversity on City council and school board and not wasting Fire District funds for an election that will have to be re done. Do it right the first time! Don’t continue to loose community trust.

You got it right John. It seems waste and distrust continues.
No one in their right mind would want the position, be it appointed or elected. You have to question anyone’s sense of wanting to be on a district that cannot get out of its own way. The problems are deep rooted in financial insolvency.
The BOS are so glad to dump this district. If it can’t pull itself out of 20 million unfunded debt and get more stations the BOS may still be haunted by what they did.
Time for consolidation. You pick!!! Con Fire, cal fire or Parks District. Do the right thing. If the union and swamp can’t work a deal privatization is coming to ECCFPD. They have already figured out to the union demise they don’t need Fire Engines or ladder trucks they need ambulances. Fire service is changing. Get on board and contribute.
I personally would like to see ECCFPD consolidate with con Fire. It would help with the big picture. We need fully staffed Engines with a medic. If the swamp and union fail to strike a deal, the deal will be made for them. Who would of thought ECCFPD will be the standard for future fire service delivery. Under paid firefighters, less fire engines and no medics. More ambulances. The longer this goes on the more it is the lower standard and acceptable.
The current board needs to review an at large election versus each area representation. There are lawsuits and pending lawsuits regarding the descrimination of representation. At large elections have been challenged and lost every time. Don’t waste anymore of our tax dollars and stop from being sued. The district must go to equal diverse represention areas or another couple hundred grand of our tax dollars will be gone for nothing.
