Bill to Make Diapers Reimbursable for Low-Income Families Approved

by ECT

SACRAMENTO – California State Assemblywoman Lorena Gonzalez Fletcher (D-San Diego) today won approval of her legislation to add diapers to the category of expenses that can be reimbursed for low-income parents who are enrolled in California’s welfare-to-work program. Assembly Bill 480 was approved by the Assembly Committee on Human Services with a vote of 4-0.

“Diapers aren’t optional for babies, and not having enough diapers can even keep parents from working because child care programs don’t generally provide diapers. For parents who are trying to make ends meet, the costs of diapers can be a barrier to holding down a job. By making diapers reimbursable for CalWORKS parents, we are removing a barrier to employment.”

Diapers are a major expense for parents, costing as much as $100 per child, per month. Lack of diapers can lead to a number of issues, including rashes and infections for children who are left in soiled diapers. Additionally, child care programs generally require a full supply of diapers be dropped off with the child, meaning that a lack of diapers can be a barrier to employment. Under current state law, Parents who are enrolled in CalWORKS, California’s welfare-to-work program, are eligible to claim reimbursement expenses for certain life needs, like costs associated with getting to and from work. AB 480 adds diapers to that list, providing significant savings for low-income parents.

Really? California, the nanny state. Next it will be for seniors or is the diaper reimburse for them too. What’s wrong with the old fashion way ? At what age of potty training do we stop free by diapers. Seven years old ? Ten years old ? Here comes the California Diaper Tax Enactment Fee for the middle class.

Diapers aren’t optional for babies, but parental responsibility is MANDATORY. Quit having kids you can’t afford to take care of YOURSELF.

Great extra cash stream. Beneficiary has 5 kids in underwear and purchases diapers up to the allotment for 5 kids. Sell diapers on the welfare for cash market. Beneficiary can upgrade from an Explorer to a Yukon. Thank you Lorena for reducing diaper theft at Walmart.

I agree don’t have kids if you can’t afford them and you don’t have the time to take care of them, Day care is not care! I won’t vote for this.

Too late, too bad your non vote is moot as the politician/welfare state spendthrifts have already spent your tax money to ensure their votes from the entitlement people

Wow! Such poor attitude. Hope you all haters don’t need them diapers when you get older. And to those who saying why did you have kids if can’t afford? Shame on you things in life change. What if your parents couldn’t have afforded you? Saddens me that you are against parents.

@WMH

Celebrate much after this bill passed? You’re welcome, from the hard working tax payers.

People’s lives change, financially and otherwise. But these are people who couldn’t afford them to begin with. Statistically. the poorer you are, the more kids you have. They don’t know any better, and they’re too irresponsible to use birth control. Or they’re having more kids for more welfare money.

We’re not against parents. We’re against taxpayers having to support your kids. Pay for your own dang kids.

The truth hurts.

You guys are dumb, don’t hate the player hate the game. If corporations paid their fair share there’d be no problems like needing diapers for babies. But oh yea, let’s act like some modern day peasants and get our pitchforks against the wrong enemy. Smh. “They got money for war but can’t feed the poor”
