Antioch Set to Issue Abatement Warrant for 6th Street Homeless Camp

ANTIOCH, CA – The City of Antioch has become aware of a substantial encampment on the private property near the intersection of 6th Street and McElheney Road in the area immediately east of downtown.

As the City is obligated to enforce the Antioch Municipal Code and a series of State and federal regulations, an abatement process will commence in the coming days. The City of Antioch has secured an Abatement Warrant and will post a 72-hour notice no sooner than Thursday, April 12 that will direct the occupants of the encampment to vacate the site before Monday, April 16 when the abatement is expected to occur.

The Abatement Warrant authorizes the City of Antioch to take all necessary measures to correct the violations and pursue compliance with all applicable laws.

Based on currently available information, the City of Antioch finds that the accumulation of garbage, human waste, hazardous materials, and similar conditions associated with this encampment violate local zoning laws that prohibit blight and preclude a tent encampment in this zoning district. Further, these conditions may violate regulations relating to the protection of local waterways, as the site is immediately adjacent to a flood control area that discharges to the San Joaquin River. As this is private property, the City will pursue reimbursement for the cost of the abatement from the property owner through its ordinary process.

As part of the abatement process, the City will coordinate its efforts with the Antioch Code Enforcement Division, the Antioch Police Department Community Engagement Team (CET), City of Antioch Animal Control, as well as the Contra Costa County Health Services Community Outreach Referral and Engagement (CORE) team and Contra Costa County Mental Health Community Development Department Code Enforcement Division 200 H Street, Antioch, California 94531-5007 ٠ 925-779-7038 ٠ www.ci.antioch.ca.us Services.

The Antioch CET routinely works within the community to refer persons experiencing homelessness towards County or non-profit resources for assistance. The CORE team establishes relationships with clients through regular communication and visits to encampments and shelters and serves as a point of contact and referral for many social services. The Antioch Code Enforcement Division has also notified local outreach groups of the upcoming abatement but cannot confirm that any such groups will be actively involved with the abatement process.

They are going to abate nothing! Instead of doing something about the homelessness (that would take real work) they are just going to harass these people and force them to move to another spot. Just pushing them from one spot to another. A real city council would do something toward actually resolving the problem!

I think is good to help the poor . But Antioch has no obligation to help all of them.
Lets get other cities involve too. We have to stop this.

No … Most of them are from out-of-state and those states need to cough up the bucks to take care of their residents. Oh, California is the destination! Why? Because they can live outdoors here which they couldn’t do in Iowa or Ohio. Southern California has an even greater influx of out-of-state homeless. I’ve interviewed quite a few of them while working on various housing projects.

Except in large cities, most homeless are homeless in the city (or area) they grew up in. Do you really think people from out of state know where the hell Antioch is? Large cities – they’re from all over the country.

Just because they were born here doesn’t mean they can live here. Lots of people all over the world had to leave their place of birth because the situation changed. Wars, economic downfall, earthquakes, flood … mean that one has to move elsewhere. There are no guarantees in life.

I take it from these comments that none of you have a clue about this situation (especially Elizabeth!). The property owner has opened this area to the homeless and was told by city management that there would not be any problems. He cannot do anything with this property because it was contaminated by earlier businesses waste. Sounds to me like other city people have found a way to attack what was working solution to homeless all over the city.
There was even a portable toilet there (job johnny).

This “solution” was no solution. The place reeked of stench carried by the wind to the close by neighborhoods. Human and animal feces, garbage and you-name-in was stewed all over that area. Did the owner of this property supply any sanitation equipment? Or could these people just defecate at will?

What I can see if the government coming up in public housing for these people and have someone run it. I really do not like that other states have sent over their problems to us instead of taking care of it in their own states! Most of the homeless are from AZ, NM, TX, UT, CO and other states. My Texas and Colorado relatives plainly stated that a one-way bus ticket took care of this and it’s now California’s problem.

I live on e.6th st. It’s a fu*&%@$ mess. hep. A everywhere. most of the people are on drugs. the huge pile of garbage is gross. they don’t have a port a potty there. Not all of them are bad people. Some are just down on their luck. Due to high cost of rent in this area. But others are thieves. stealing from each other and us. they need help all right. drug rehabs. It’s way out of control. people are all over my street day & night. Just roaming around. Heroin is the drug of choice. so they have to steal to pay for their habits. The city of Antioch is more worried about fining people for having 4 garage sales a year. Really. This is a major problem.

I agree with Elizabeth and disagree with the city management that there would not be any problems. There ARE problems and just letting people live in tents anywhere they want is crazy. These homeless also have animals which means another mouth to feed. Many of those animals are abused. I’ve seen the people walking for many hours dragging some poor Chihuahua along who is about to pass out from exhaustion. The government should create public housing for them and monitor their progress.

Many of these bums do not want to live in any structures. They prefer to live on the streets. This should not be allowed under any circumstances. We sorely need anti-vagrancy laws and have them enforced. If they can’t afford housing because of the high cost of rent here, then they should be transported to towns and cities where the rents are much lower. These bum don’t work anyway, so why stay here?
