Antioch Councilwoman Announces Commuters Get 851 New Parking Spaces at Antioch BART

The following is a press release put out by Antioch Councilwoman Lori Ogorchock regarding her efforts to bring more BART parking to Antioch. Earlier this month she approached the BART Board at a meeting in East County explaining they couldn’t build a station and not provide adequate parking.

Antioch commuters won the parking lottery this month with the announcement that the necessary $16 million in funds has been identified to pay for 800+ additional parking spaces at the overcrowded new Antioch BART station.

“Last month, I went before the BART Board of Directors to fight for additional parking for Antioch commuters,” said Councilwoman Lori Ogorchock, elected to the Antioch City Council in 2014. “We finally get our own BART station, and there’s no where for commuters to park.”

Ogorchock said she worked closely with Antioch’s Assembly representative, Assemblymember Jim Frazier, to lobby for more parking at the BART station. Frazier is Chair of the Assembly Transportation Committee which oversees state funding for BART.

Ogorchock and Frazier indicated that funding for the new parking spaces will come from Measure J, the Metropolitan Transportation Commission (MTC), East Contra Costa Regional Fee and Financing Authority (ECCRFFA) and BART. Construction on the new parking lot is expected to begin next Fall and be completed in 2020. The new BART parking lot will be located next to the current parking area.

“Both Assemblymember Frazier and I are pleased that financing to build the new BART parking lot will come from a reallocation of current funding – and does NOT rely on additional taxes on commuters or our residents,” Ogorchock said. “Antioch commuters need this additional parking and ASAP!”

On Friday, BART issued a press release announcing funding became available.

With full funding identified, BART is moving ahead with plans to nearly double the amount of parking at the Antioch Station.

The station has been a tremendous success since opening in late May and that has pushed the demand for parking in Antioch far beyond the space available.

Antioch Station currently has 1006 parking stalls. Another 800-plus spaces will be added under this plan.

“The response to the extension has been overwhelmingly positive, except for criticism about the lack of parking,” says BART Director Joel Keller, who represents East Contra Costa County. “We’ve made it a priority to ensure that every rider has access to the new service which takes drivers off the congested Highway 4 corridor.”

The plan calls for converting a plot of BART-owned land just east of the current lot into more than 800 additional parking spaces.

The current daily ridership for the Antioch Station is 3,050 while the forecasted ridership before its opening was 2,270 trips.

The proposed parking lot cost is $16.4 million. Funding sources include the Contra Costa Transportation Authority, BART, the Metropolitan Transportation Commission and the East Contra Costa Regional Fee and Financing Authority.

BART will now work on the environmental impact and design.

Approval by the BART Board is required with the plan expected to go before Directors in late 2018 or early 2019.

Construction would begin in fall of 2019 with the new lot opening in fall of 2020.

Lori, Give us all a break from your non-sensical political ramblings. You did not work on this alone, although you make it out to sound like “you alone from the council” worked with Assemblyman Frazier to get the job done. Funny thing is you put this information out a week and a half before the election.

If you had a brain, you would have insured this extra parking came with the package when it was delivered. Let me see, you still think 58 more cops are working the streets because you fail to understand the math of the actual numbers of officers that are left out of the 58 — even when those numbers were presented to you and the council by Chief Brooks.

“Lori Math” — 800-plus parking stalls will be added — Lori cannot even fathom the thinking power to quote the actual number …. With a completion date of sometime in 2020 ? That is pathetic. Lori Ogorchok just needs to lose the election and go back to her nice quiet real estate office.

Oh I stand corrected …. Lori said 851 parking spaces will be added. Why 851 ? Why not a nice round number like 850 or 900 or 800 ? But I guess Lori Math doesn’t allow for round numbers. 851 sounds better than just 850.

Lori Ogorchok putting this information out a week before the election is ludicrous. She alone didn’t work on this with Assemblyman Frazier … Why wasn’t this done before the BART station was completed ?? — now we have to wait another year and a half before this latest project is completed, but ridership is continuing to rise. After waiting FIFTY-SIX YEARS for BART to come to Antioch.

What a combo we have here …. Lori who can’t get her numbers straight … Joel Keller who sold out Antioch to developers with his runaway residential growth and now on the BART Board selling us down the river. Man what a team !! Of what, no one knows.

“Lori Math” — 58 officers hired since Measure C passed == actual number of officers left out of the 58 a big 16 ! Instead of saying 850 parking spaces == it sounds better to say 851 !! She thinks up numbers as they come along. Inflating those numbers in her mind to make her look better. Oh, on a side note, Lori should have used the picture that East County Today used for this article on her campaign posters. Not the goofy one with her arms crossed, messed up hair and “Alfred E. Newman” smile.

But the subject of the article is not Lori’s picture … It’s the fact that she is suddenly taking credit for something that should have took place in the planning stages of the BART Station — they knew there would be an overwhelming demand for parking.

Not a month before an election, and to put out a press release a week before the election claiming, “I have saved the day and solved the parking problem at the BART station in Antioch !” is ludicrous.

Fine …. but I am not the one running for political office. I have a feeling I know who this is too, but I won’t go there. If it’s you Lori (which I doubt) — well, you need some thicker skin, if it’s someone from where I think I know (“look up” (key phrase “look up”) mountains of photos — well there isn’t a mountain, perhaps an “ant hill’s” worth and I will have to admit I am not the most photogenic person), you are going to have to let the candidate fight their own battles and I am sure a comment about their photo isn’t going to upset them. Again, that is not the true issue here — it’s parking at the new BART station that has come too late and someone running for re-election taking credit after something she should have acted on years ago. Press release this week + election week after next = Desperate Candidate. If she gets re-elected good for her, if she loses good for Antioch.

Vince, please provide the link where Lori stated that there are 58 more cops on the street. I would really appreciate that informatino so that I can verify the “facts.” I’ve attended council meetings, and watch many video’s. I don’t recall her saying that there are 58 more cops on the streets in addition to what we already had. I am wondering if you meant that she said “they hired 58 more or new officers” over a time period.

If you read her campaign literature you will notice that she says there have been 58 new police officers hired during her time on the council, roughly between November 2013 to September 2018, leading to the conclusion that those officers are still working and she was responsible for their hiring. Not true, the true numbers as put out by Chief Brooks are 58 officers were hired BUT of those 58, 21 have retired, 12 resigned and 9 terminations leaving a net gain of ONLY 16 officers. So I ask you, if you are running for office which number are you going to quote/lie to the masses — 58 officers or just 16 over a 5 year period ?

Lori takes the number 58 and hammers away at that leading people to believe there are 58 officers working the streets, and more will be hired with the passage of Measure W. These statements she makes on her campaign Facebook page — videos of her, specifically the pool party fundraiser.

A light hearted note here, the world does not revolve around links to things on the internet — one has to look further.

Net gain of 16 since Measure C (TRUTH)

There is nothing wrong with saying they have hired 58 people because it is true. You can’t make people not retire nor resign. And with 9 terminations, that probably is a good thing because cops who were not working out are no longer on the streets.

Yes, people focus on the Net gain, but that is 16 more than 78 they had (APD starting number, not mine)

No you only partially correct Burk ….. Yes they hired 58 officers between September of 2013 and November of 2018. I retired from the department in August 2013. The department was staffed at that time with 78 officers give a take a few (that number includes the Chief, command staff and detectives none of which work the street unless there is some sort of dire emergency). 46 officers left the department leaving 16 left over. That put the staff at 94 officers well short of the Measure C promises …. Lori runs around spouting that she was instrumental in the hiring of 58 officers — but she never quotes the net officers that are left. The department is SEVERELY UNDERSTAFFED and they are doing the best they can to retain officers. However, since retirement reform went into effect, officers will leave for greener pastures (more or equal pay, with much less work) and keep the same retirement 2.7% at 57 (which means they have to work till they are 57 before being eligible to retire with full benefits, they can do that in Antioch where they are overworked or go to somewhere like Piedmont, Walnut Creek or even Concord and work less have more staffing, etc.). So Measure C doesn’t really help and neither will Measure W — because NEITHER one is a dedicated police tax — the money goes into the general fund and whatever council is in office it is money for them to do what they want !! Lori lies about this, she will blow in the wind and fund whatever project will make her look good, and increase home values which will direct reflect her bottom line — She’s a Realtor, not caring one iota about the city. I’m done discussing this. I already voted and yet I still get Lori’s flyers with her B.S. on them. PEOPLE SHOULD BE FOCUSING ON THE NET GAIN, BECAUSE THAT IS ALL THAT COUNTS …. WE STILL HAVE FEWER OFFICERS WORKING !! AND I’M SORRY MEASURE W WITH ALL ITS FEEL GOOD PROGRAMS WILL NOT HELP. The first place the city can start with saving money is dumping Leisure Services — that will be a good start.

It is in her candidate statement in the Voter Information Guide. She is very elusive, she makes a statement that 58 officers have been hired since Measure C and she has been instrumental in getting that done, but she doesn’t fully state the reality that of those 58 only 16 are left. That data is available that shows the actual number of police officers hired from November 2013 to September 2018. Chief Brooks presented this information at Coffee/Pizza with the Cops, State of City Address and at council meetings. All Lori chooses to see is that magic number of 58.

No way — unless you are going to be my “handler” to keep me in check ? LOL !!! … I would rather sit and spectate, perhaps (key word) when the city is divided into districts I will consider a run ! Never said it’s easy. But for those who are in the spot to govern, they make it difficult for themselves sometimes by their NOT accepting the truth and making grandiose claims that “they alone did it” ! The best thing people like Ogorchok can do or should have done was say this, “I know that the Police Department is severely understaffed, and the only way to fix this is to have citizens vote on a measure that will provide dedicated funding for the police department to attract and hire more experienced officers (laterals). I know it will tough but as a city we can accomplish this. I want those monies to AUGMENT the existing police budget, in other words if the budget is 25 million and 8 million is raised the new budget is 33 million.” I would NEVER make statements that I was instrumental in getting officers hired or increasing parking at the BART facility. I would NEVER endorse such Measures as C or W (I don’t care what anyone says, those measures are NOT dedicated funding measures, they are only measures that allow future councils to use money like it is “money from Heaven” on whatever piece of artwork or Consultant they want to hire). I would have the city dump Leisure Services or contract that service out to a private vendor to save more money for other programs or to put in a reserve fund. That’s what I would do, and I would do the research into issues brought before the council NOT rely solely on a Staff Report that often times are weighted in favor of getting council members to vote in favor of a particular project. I would also revitalize downtown that is where the emphasis must be NOT building more homes and strip malls in Southeast Antioch like the two up for re-election want to do. So you still want to be my “handler” ?
