Antioch City Councilmember Seeks to Make Contra Costa County a No Human Trafficking Zone

Councilmember will lobby neighboring cities to implement uniform ordinances

Antioch, Calif., – Having sponsored an ordinance that was unanimously passed by the Antioch City Council regulating the City’s massage therapy industry, Councilmember Monica Wilson will embark on a tour of all cities throughout Contra Costa County in an effort to align the cities with the City of Antioch’s newly approved standards.

Under the City of Antioch’s new ordinance, massage business owners must be certified and undergo background checks. Additionally, massage business owners must allow law enforcement and health officials onto their premises for unannounced health and safety inspections.

“My goal is to make it clear to human traffickers that Contra Costa County will not tolerate human trafficking,” said Monica Wilson, Councilmember, City of Antioch. “By creating uniform ordinances, we create a network that will provide us the opportunity save victims who are forced to live in this form of modern slavery.”

According to the National Human Trafficking Hotline, every year, human trafficking generates billions of dollars in profits at the expense of victims. To date, it is estimated that there are 40.3 million victims of human trafficking throughout the world.

“Every single city in Contra Costa County is impacted by human trafficking,” said Alexandra Madsen, Division Manager for The Alliance to End Abuse and the Contra Costa County Human Trafficking Coalition. “By working together, we increase the number of opportunities we have to touch individuals impacted by this crime.”

Councilmember Wilson will begin visiting cities in October.

WTF, this a Antioch’s answer to human trafficking? Make massage parlors get permits. That’s deep. Monica, you get a gold star for coming up with this amazing answer to do Antioch’s part in human trafficking. I work in a particularly high drug, high crime area of Antioch. I call APD all the time. They just let everyone go, maybe you should start there. Whoever came up with this solution is creating false answers to a massive problem. Being a Sanctuary is a much bigger cause of human trafficking. Why not vote to stand with America and change these policies like Orange and Riverside Counties.

Really people? Is the Antioch City Council so brain dead that they actually believe it’s necessary to create an ordinance saying that human trafficking is wrong and against the law?

Isn’t it common sense that no individual should be taken, sold, or physically, mentally, and emotionally exploited for the sexual perversion or financial benefit of another? Just sad.

Forgive me if I’m wrong, but what is she changing from the laws already on the books? Ordinance 1085 passed in 2007 covers the broad topics on what she’s claiming will stop human trafficking. What is she changing for her city’s massage parlor requirements? Seems like she’s grandstanding before an election.

The other large cities in the county have similar laws already on the books, so what is she hoping to accomplish by visiting other jurisdictions?

If she wants to address human trafficking, will she do more to help the police combat gangs who pimp out runaway teens? They’re not working at massage parlors alongside the 55 year old Chinese women.

There used to be brothels and then someone decided to change the name to “MASSAGE” parlors so it’s more “acceptable.” These places should be recognized for what they really are and shut down! If someone wants a massage, they should go to a certified massage establishment and not to something where the women wear bikinis or less!

Why no explanation about what the Chief of Police is doing placing red sand in cracks? Also, massage THERAPY establishments are different from massage “PARLORS.” Think about it.
