After Performance Review, Oakley City Manager to Get Raise

After a performance review by Oakley Mayor Kevin Romick, Vice Mayor Randy Pope and Special Council, they have recommended amendments to City Manager Bryan Montgomery’s contract in the form of a raise.

He will get the increase in the form of the City’s payment of an additional 2% of the employee share of the PERS benefit, and will get an additional $35.00 per month toward the employee’s health insurance.

Also, the 5.8% reduction in salary Mr. Montgomery took during the furlough program would be restored, providing $9,230 in salary, which would return the amount from $190,770 to $200,000/annum.

Mr. Montgomery will receive the same additional compensation as approved for other employees, in the amount of $4,000 for the City’s payment of an additional 2% of the employee share of the PERS benefit and an additional $35 per month toward the employee’s health insurance, for a total of $4,420.

These changes to Mr. Montgomery’s agreement would be retroactive to July 1, 2013.

Keep in mind; this is being done in the consent calendar during this upcoming weeks Oakley City Council Meeting on Sept. 24, meaning if no one pulls the item, there will be no discussion

Summary

The City Manager’s Employment Agreement has been amended four times. Following an annual performance review for this year, a committee consisting of Councilmembers Romick and Pope and Special Counsel William Galstan met with Mr. Montgomery to negotiate regarding further amendments to the Agreement. Based on the discussions, the City Council has offered, and Mr. Montgomery has accepted, amendments to the Agreement that consist of: (1) the City’s payment of an additional 2% of the employee share of the PERS benefit, and (2) an additional $35.00 per month toward the employee’s health insurance. These increases are consistent with the increases City employees received generally for this year following the suspension of the furlough program and implementation of a 9/80 Alternate Work Schedule Policy. (It should be noted that while Mr. Montgomery is not, and will not be, obligated to observe this alternate work schedule implemented for City employees, he has been observing the policy since its implementation.) It should also be noted that the elimination of the furlough program means that the 5.8% reduction in salary Mr. Montgomery previously took, along with all City employees, will no longer be in effect.

I wonder if Kevin Romick and Randy Pope are paying attention to the construction project across the street and how that has worked out for Oakley. Are they asleep at the wheel or something? Vote them out of office next time you can, no city manager deserves a raise with how Oakley has handled itself the last few years. They are robbing Oakley residents.

As a resident of Oakley I do not believe that Mr. Montgomery has earned a raise. While managing the city is a huge job, the failure of many project to come in on time and/or on budget is very telling. The lack of of new businesses–creating badly needed sale tax revenue is another indication that some is wrong within city hall. AND lets not forget the treatment of residents by city staff. There is a serious need for changes within our city starting with the top.

And on another note-most of us are very aware that our fire dept is barely holding on, but hey what the hell, the city of Oakley is going to allow a developer to start building more homes. The Emerson Ranch project opening Winter 2014! While the property tax money is desperately needed, the additional calls for service are only to put MORE strain on a already maxed out system. Totally and completely irresponsible. And before someone says that they can’t stop it, BS-its a public safety issue.

I would love to listen to the reasoning of Mr. Romick and Mr. Pope on this raise. I would love to ask them a few questions and defend their answers. By the way, the staff report is missing one thing which is WHY IN THE HECK THEY ARE GIVING HIM A RAISE??????????????????

You have got to be kidding! Jim 42, Antioch just did the same thing for Jakel and all of the staff. Jakel got back about 35,000 and an extended open ended contract should we not be able to hire any one and a raise. It too was on the consent calendar and not one person asked one question or made a comment. Of course no one was there either except the 5 regulars. You can’t do anything if you are at home and sorry, I was.

Oakley residents need to write your city council and voice your disgust over this recommended action by Mayor Romick and Vice Mayor Pope. No, we have not forgot about the Montgomery Loan Bail Out and we certainly have not forgotten how Mr. Montgomery and his staff treat Oakley residnets who voice concerns about the wellbeing of our City

This staff report represents what is wrong with the City of Oakley and a lack of straight forward information made available to the public. You would think the City would include Mr. Montgomery’s 2012 salary/package and add it up along with the proposed value of his new salary/package instead of playing with words on a document. They should give us the full numbers for full disclosure of what they wish to do.

Give Mike a break. He has worked hard for the city and deserves a raise. If people disagree then they should go to city hall with a recall petition for the meat heads who proposed it. The problem today is that we all sit here at our keyboards and bash people like my big bro for being dumb but will not get more involved in the local politics. Even my big bro can see the benefit of who’s ass you kiss. Come on people he is probably the lowest paid city manager this side of the Mississippi. I bet he works countless hours and has the city now in the black with money in the bank to burn. Who better to give it to but the one who runs the show and made the dough. Good job, Mike you are a true American looking out for our place for families.
